Combining with the development of military activities in recent years, I would like to talk about my superficial understanding on the implementation of the Regulations. First, do a good job in learning and earnestly enhance the concept of safety management of officers and men in accordance with the law. The single learning method of rules and regulations and the lack of implementation time are the main reasons why many comrades in the army are not aware of rules and regulations and do not grasp them well. For example, some cadres are not familiar with the basic contents of rules and regulations and will not use rules and regulations to regulate the work of the army; Some cadres unilaterally understand the contents of the regulations, change the relevant regulations at will, and lower the standards for implementing the regulations; Other cadres and backbones are opposed to implementing rules and regulations by studying new situations and implementing scientific management. They think that the situation has developed and it is not applicable to use rules and regulations to lead troops. These phenomena have seriously affected the implementation of laws and regulations. Therefore, to strengthen the regular management of the army, we must first do a good job in the education of rules and regulations and strengthen the concept of regular management of officers and men according to rules and regulations. In view of the problems existing in the current study of rules and regulations, we should focus on four points: First, we should change the fragmented situation of rules and regulations education, incorporate rules and regulations education into the annual training plan, establish a system of planning, preparing lessons, testing, checking and commenting, and ensure the time and funds, so as to make rules and regulations education on a standardized track. Grass-roots military and political cadres should know the general situation, take care of the overall situation, enhance their awareness of the overall situation, overcome selfish departmentalism, consciously position themselves to implement the provisions, and actively perform their duties around the overall goal of standardized management. All levels should carry out their duties, do what they do at the same level, and bear the responsibilities at the same level. Some cadres talk about formalization and implementation of rules and regulations, but always keep their eyes on the following, asking the troops to do what they can't do, and a few cadres even violate the law and discipline, which has a very bad influence. If cadres do not perform well, they will not bring out the good atmosphere of the army. Therefore, the implementation of rules and regulations must start with cadres, and cadres should be good. First of all, cadres should do a good job in their own rectification. We should check our thoughts, disciplines, styles and systems according to the rules and regulations, and resolutely correct such bad phenomena as lax management, loose management, love for comfort, specialization, bureaucracy and formalism. Secondly, cadres should implement rules and regulations with high standards and high quality. The third is to persevere in cultivation. At present, as soon as the training in some units is over and the superior working group leaves, the management is relaxed by more than half. This phenomenon must be resolutely overcome. Training is a long-term and arduous task, which can neither be done once and for all, nor can it be done overnight. Only persistence can be effective. The fourth is overall cultivation.
