1. The market competition of distance higher education in Yancheng is becoming increasingly fierce. Yancheng is a populous city with more than 8 million people, but the urban population is small, only more than 500 thousand people. Moreover, the market competition between higher online education and open education in Yancheng is very fierce. Other pilot universities in the city have more than a dozen online education colleges contracted privately, and there are three open education schools in the same city: Yancheng Radio and TV University, Yandu Radio and TV University, tinghu district Radio and TV University and Yancheng Architectural School. Other county (city, district) TV universities also have open education institutions. It is very difficult to run a school directly under Yancheng Radio and TV University, and the number of students is decreasing. 2. Stopping enrolling junior college students has greatly influenced the development of Yancheng TV University. After the Ministry of Education decided to stop enrolling junior college students in 2006, the Jiangsu Provincial Government approved the establishment of Jiangsu City Vocational College, which undertook the original task of training junior college students in Jiangsu Radio and TV University. Although Yancheng Radio and TV University, with the support of Yancheng Municipal Government and Yancheng Institute of Technology, has repeatedly strived for the provincial education department and Jiangsu Vocational College, due to the joint school-running system of Yancheng Radio and TV University and Yancheng Institute of Technology, Yancheng Radio and TV University failed to win the enrollment plan of Jiangsu Vocational College for general colleges and five-year higher vocational colleges, and the number of students in ordinary colleges and five-year higher vocational colleges dropped sharply, which brought great difficulties to the development of Yancheng Radio and TV University, and the school-running income dropped by nearly two-thirds. 3. Non-academic education and skill training account for a low proportion of all kinds of education in RTVU. Yancheng TV University has paid more attention to academic education for many years, but paid less attention to non-academic education and skill training. In addition, compared with southern Jiangsu and central Jiangsu, Yancheng's economic development level is low, enterprises pay insufficient attention to the continuing education of employees, and it is difficult to open the market for non-academic education and skill training. Yancheng TV University also lacks training facilities, with diverse training programs and low training income. 4. The teaching resources of Yancheng Institute of Technology are difficult to coordinate. After Yancheng Municipal Government 1996 entrusts Yancheng Institute of Technology to be in charge of Yancheng Radio and TV University, Yancheng Radio and TV University can make full use of Yancheng Institute of Technology's resource advantages such as teachers, books and experimental equipment to ensure the teaching quality of RTVU and increase the number of students. On the other hand, because the full-time teachers of Yancheng Radio and TV University are mostly scattered in the secondary colleges of Yancheng Institute of Technology, the teachers mainly focus on the ordinary undergraduate teaching of Yancheng Institute of Technology, and the teaching of open education in RTVU is not paid enough attention. Teachers' tutorial ability is unbalanced, and the contradiction between teacher management and curriculum arrangement of each semester is also prominent. The modern teaching resources of Yancheng Radio and TV University are mainly provided by the experimental teaching department of Yancheng Institute of Technology and the Modern Education Technology Center. The coordination of teaching support services is very difficult, and students in open education have more difficulties in online learning and guidance, and the support level of students' learning services is not high. 5. The leading position of county-level RTVU has been weakened. In recent years, under the leadership of the local government, the school-running system of county-level TV universities in Yancheng has been changing constantly, and most county-level TV universities have been integrated with local vocational education centers, teacher training schools or party schools. In the process of integration, due to the imbalance of local governments' attention, although the establishment of county-level TV universities has been retained, the main position of county-level TV universities has been weakened to varying degrees.
