4, overall planning of the city's education development, study and formulate the city's education development plan and annual plan and organize their implementation;

5. Implement the national policy of benefiting the people through education, and be responsible for student financial assistance; 6, overall management of the city's education system of foreign exchanges and cooperation.

In some local municipal education commissions, the secretary of the working committee is a part-time member of the Standing Committee, so the level of the secretary of the municipal education commission is deputy prefecture level, higher than that of the director.
