It is reported that the National Standard was commissioned by the Ministry of Education and formulated by the Teaching Steering Committee of colleges and universities, with the participation of more than 5,000 experts and professors, including more than 50 academicians of the two academies and well-known experts. After more than four years of research and development, hundreds of working seminars and consultation meetings have been organized.
Yan Wu, director of the Department of Higher Education of the Ministry of Education, said that the national standards grasp three principles: First, highlight the student center. Pay attention to stimulating students' learning interest and potential, innovate forms, reform teaching methods, strengthen practice, and promote the transformation of undergraduate teaching from "teaching well" to "learning well"; Second, highlight the output orientation. Actively adapt to the needs of economic and social development, scientifically and reasonably set talent training objectives, improve talent training programs, optimize curriculum, update teaching content, and effectively improve the goal achievement, social adaptability, conditional security, quality assurance effectiveness and result satisfaction of talent training; Third, highlight continuous improvement. It is emphasized that to do a good job in teaching, we must establish a school quality assurance system, organically combine normal monitoring with regular evaluation, timely evaluation, timely feedback and continuous improvement, and promote the continuous improvement of education quality.
The first national standard has three characteristics: First, it has both "rules" and "space". It not only puts forward unified requirements for all majors, ensures the basic quality, but also leaves enough room for the development of talent training characteristics of each school, which is figuratively said to be "not capped"; Second, there are both "bottom lines" and "goals". It not only puts forward the basic teaching requirements of each major, but also puts forward the forward-looking requirements of improving quality, that is, pursuing Excellence; Third, there are both "qualitative" and "quantitative". It not only puts forward qualitative requirements for various professional standards, but also contains necessary quantitative indicators.
