The third chapter is the entrepreneurial environment of college students' entrepreneurial guidance.
Entrepreneurial environment is an important factor to determine the success of entrepreneurship. There are two main factors that affect the entrepreneurial environment, namely internal factors and external factors; The introduction of college students' entrepreneurship policy is to create a good external environment, and the strengthening of college students' entrepreneurship education is to create an internal environment. It involves many aspects such as market, industry, economy, environment, politics and society, so when evaluating the entrepreneurial environment, we should consider both internal and external factors and make a comprehensive evaluation. For college students, a relatively weak entrepreneurial group, it is very necessary for the state to introduce relevant preferential policies for entrepreneurship. Just like saplings need more care to have a higher survival rate. In recent years, with the increasing support of the state for college students' entrepreneurship, various regions have also introduced preferential policies to support college students' entrepreneurship. Compared with the mature market environment in Europe and America, the institutional environment of college students' entrepreneurship in China is actually not perfect. Because the whole society is in the transition period, the burden of entrepreneurs is heavier, the services needed for starting a business are still not perfect, and the financing and financial environment are in the adjustment stage. Although the state has issued a series of preferential policies to encourage college students to start businesses. However, the road to college students' entrepreneurship is extremely difficult. Compared with the mature and complete entrepreneurial environment abroad, there is no atmosphere conducive to college students' entrepreneurship in society. The existing policies such as entrepreneurship training, entrepreneurship support, policy support and preferential measures issued by the government need to be implemented and further improved.

3. 1. 1 The entrepreneurship policy for college students mainly focuses on seven aspects.

For example, Chengdu provides preferential policies for college students to start businesses.

◆ All industries and fields not prohibited by laws and regulations are open to college graduates. College graduates who establish sole proprietorship or partnership enterprises are not limited by the amount of capital contribution, and are exempt from submitting capital verification reports when registering.

◆ Small secured loan: If the self-raised funds are insufficient, you can apply for a small secured loan of not more than 50,000 yuan; Partnership, according to the actual number of people can be relaxed to 200 thousand yuan. The loan will be fully subsidized by the government within three years.

◆ College graduates who successfully start their own businesses (normally operate within 3 months from the date of industrial and commercial registration) will be given a one-time business start-up subsidy of 5,000 yuan.

◆ Enterprises founded by college graduates recruit college graduates who are employed for the first time, sign labor contracts with a term of 1 year or more and pay social insurance premiums. For each college graduate recruited, the one-time post subsidy is 1 10,000 yuan.

◆ College graduates and entrepreneurs who start their own businesses will be exempted from personnel agency service fees within 3 years.

◆ College graduates set up a limited liability company with a registered capital of less than 5 million yuan, which can be fully paid within 2 years from the date of establishment of the company.

◆ Provide incubation investment for promising start-up technology enterprises founded by college graduates. Before the reform movement in 1898, students went to private schools. The imperial examination is the only way for scholars. But there are always a few officials admitted. What about those who failed? Those who fail the exam will naturally be dispersed to various industries to work for a living. Among them, those who do business in the sea and pay attention to credibility are praised as "Confucian businessmen" by the society, which means that "Confucian businessmen" are elegant and credible. Throughout the feudal period, thousands of years of private school education in China only spread culture and taught people to be human beings, regardless of work distribution.

Many people say that the key to college students' entrepreneurial failure is their lack of entrepreneurial awareness. Why do contemporary college students lack entrepreneurial awareness? First of all, this is a social problem. This lack of entrepreneurial awareness is related to the history that all high school graduates were distributed by the state since the founding of the People's Republic of China, that is, from the 1950s. From 1950- 1966, 17 college graduates have been assigned. In other words, year after year, college graduates and even the whole society have become accustomed to the mode of having jobs after graduation, and no one is worried about their jobs. Even if they go to the hardest places in the motherland, to the grassroots and to the countryside, they still have jobs and stable wages. Therefore, when today's college graduates need to enter the society to take part in work, the sense of dependence formed under the "big pot system" (idealized socialist system) in the previous historical period is still at work. Including parents, are not very supportive of college students' entrepreneurship. They don't realize that what we are talking about today is actually the return of historical tradition and the integration with the tradition before 1949.

Therefore, under the current national environment of supporting college students' entrepreneurship, entrepreneurship education is imminent. Entrepreneurship education is the education of cultivating creative individuals. The purpose is to improve students' ability to start their own businesses, especially to cultivate students' spirit and ability to start their own businesses from scratch, so that more graduates can become creators of professional posts. Through entrepreneurship education, we can not only effectively help college students to change their employment concept, enhance their entrepreneurial awareness, improve their entrepreneurial ability, and consciously lay a good foundation and prepare for independent employment, which is very necessary and beneficial for cultivating future entrepreneurs, but also guide and help them to find business opportunities and use what they have learned to start opportunistic businesses, which is also the need to promote employment and build an innovative country. Facts have proved that college students need entrepreneurship education very much. Unfortunately, there are too few colleges and universities that can meet this demand.

3.2. 1 What is entrepreneurship education?

Entrepreneurship education is a new educational concept, which not only embodies the connotation of quality education, but also emphasizes educational innovation and the cultivation of students' practical ability. At present, China's entrepreneurship education should focus on changing students' employment concept, improving students' entrepreneurial awareness and enhancing students' entrepreneurial ability. Strengthening entrepreneurship education has become a new trend of education development and reform in the world. With the arrival and development of knowledge economy, entrepreneurship education is becoming a new trend in the development and reform of higher education in the world, and has been extended to vocational education and basic education.

3.2.2 The content of entrepreneurship education

In view of the necessity and importance of entrepreneurship education, and in view of the existing problems in entrepreneurship education in colleges and universities in China, it is urgent for colleges and universities to change the existing education methods and actively promote effective entrepreneurship education for college students. The specific strategies are as follows.

First, vigorously publicize the glorious value concept of entrepreneurship, play the role of role models, and create a good atmosphere to encourage and support college students' entrepreneurship.

Colleges and universities should teach college students the brilliant idea of entrepreneurship through entrepreneurship courses (important public elective courses) and lectures when they first enter school, change the traditional understanding that college students only seek high-paying and comfortable jobs, and cultivate entrepreneurial consciousness. At the same time, colleges and universities should vigorously publicize the successful cases of college students' entrepreneurship, and stimulate the spirit of independence, self-improvement and courage to start a business through typical driving. It is necessary to create a strong campus cultural atmosphere to encourage and support entrepreneurship by holding extracurricular academic and technological works competitions, business plan competitions, website design, advertising creative design and other innovation and entrepreneurship competitions, as well as opening up college students' entrepreneurial parks, so as to enhance college students' entrepreneurial awareness and practical ability.

Second, establish and improve the curriculum system of entrepreneurship education, hire entrepreneurial instructors with practical entrepreneurial experience, and build a complete team of entrepreneurial education teachers.

Entrepreneurship education is inseparable from the classroom, which is an effective way and basic link to impart knowledge. The course of entrepreneurship education should not only impart entrepreneurial professional knowledge, but also impart business management and related comprehensive knowledge; We should not only impart knowledge, but also stimulate entrepreneurial awareness, cultivate entrepreneurial quality and enhance entrepreneurial ability. The curriculum system should include entrepreneurship, the creation of small and medium-sized enterprises, entrepreneurship policies, laws and regulations, etc., covering entrepreneurship theory, entrepreneurship risk, entrepreneurship ability, entrepreneurship psychology, entrepreneurship skills, entrepreneurship norms, etc., and should also include courses such as market operation and enterprise management. In addition, a complete entrepreneurship education should give full play to the advantages of a comprehensive university with complete disciplines, adopt a multi-disciplinary integration model of "complementary arts and sciences", provide students with a large number of opportunities for cross-majors, elective courses and minor courses, strengthen the cultivation of "generalists" and lay a rich knowledge foundation for entrepreneurship.

A complete teaching staff of entrepreneurship education is mainly composed of three types of personnel: the first type is the teachers who teach entrepreneurship theory courses in our school, mainly from business administration, enterprise management and law majors. The second category is that professionals from industry and commerce, tax departments, enterprises and investment and financing institutions give lectures at the business salon to impart knowledge and skills in business registration, tax payment, business management and financing loans. The third category is entrepreneurial tutors, who have rich practical entrepreneurial experience and fruitful results. This kind of person's rich entrepreneurial experience and looks are particularly convincing to college students. The most critical link of college students' entrepreneurial practice requires these tutors to enlighten the maze and impart valuable experience. At present, among the teachers of entrepreneurship education in colleges and universities, entrepreneurial tutors with practical experience are particularly lacking. It is urgent to strengthen the selection and appointment of such teachers and solve the problem of "on paper" in entrepreneurship education.
