At present, the tuition fees of public universities in Vietnam are nearly 20 times lower than those of RMIT, and the difference is even greater than that of other foreign universities. Therefore, it is unreasonable to require the quality of Vietnamese public universities to be the same as that of foreign universities. At present, with the teachers' salaries provided by Vietnamese public universities, it is difficult to attract excellent lecturers and improve the teaching quality.
Vietnamese university leaders generally responded that the education funds provided by the state are limited and cannot be improved, which is not enough for training operations; On the other hand, employers think that the quality of university training is not good enough to meet the needs of society. If the financial problems of universities are not improved, it will remain a difficult problem.
Universities in Vietnam only pay about 4 million to 5 million Vietnamese dong (about NT$ 6,000 to NT$ 7,000) to each student every year, which can't keep the school running. At present, the salary of university teachers (lecturers) can not attract excellent lecturers, nor can it improve the quality of education equivalent to the international level.
Not only scholars encounter difficulties, but also schools encounter difficulties. Associate Professor Li Baolin, President of Ho Chi Minh City Open University, believes that public universities with financial autonomy are encountering many difficulties at present, mainly because they have not received sufficient financial support from the state. At present, tuition is the biggest income of the school and the main source of training expenses, but it is seriously low.
Dr. Wu, president of Ho Chi Minh City Bank University, also believes that the school should pay not only the salaries of lecturers (teachers), teaching staff and management cadres, but also many other unexpected projects.
Associate Professor Dr. Taiboqin, President of Ho Chi Minh Technical Normal University, said that universities are places to provide educational services, so there must be enough funds to provide good educational services. However, at present, the national economy is not enough to afford education, which leads to the failure to improve the educational effect.
