1. Introduction of Three Supports and One Support

It is a policy for graduates to go to the grassroots level, which means that after graduation, college students go to the rural grassroots level to engage in supporting agriculture, teaching, helping doctors and helping the poor. The policy basis of this plan is document 1999 1 1. 16 Notice on Organizing College Graduates to Teach, Support Agriculture, Support Medicine and Help the Poor in Rural Grassroots Units issued by the Ministry of Personnel in 2006. Its purpose is to provide concrete guidance and guarantee for college graduates to implement the employment problem at the grassroots level.

2. Background introduction

On February 25th, 2006, the Organization Department of the Central Committee, the Ministry of Personnel (now Ministry of Human Resources and Social Security), the Ministry of Education, the Ministry of Finance, the Ministry of Agriculture, the Ministry of Health (now the National Health and Wellness Commission), the the State Council Poverty Alleviation Office and the Central Committee of the Communist Youth League decided to jointly organize "Three Supports and One Support".

To implement the "three supports and one support" plan for college graduates, we should take Mao Zedong Thought, Deng Xiaoping Theory and Theory of Three Represents as the guidance, and comprehensively implement the important guiding spirit of Scientific Outlook on Development and the central government on doing a good job in college students' voluntary service in the western region and grassroots work.

Guide and encourage college graduates to go to the west, to the grassroots, to the places where they are most needed in the motherland, to undergo exercise and grow up healthily, and to make contributions to promoting the development of social undertakings such as rural grassroots education, agriculture, health and poverty alleviation, building a new socialist countryside and building a harmonious socialist society.

3. Plan implementation

By means of open recruitment, voluntary registration, organization selection and unified dispatch, about 20,000 college graduates will be recruited every year for five consecutive years from 2006, mainly to work in villages and towns to support education, agriculture, medicine and poverty alleviation. From 20021to 2025, the fourth round of "three supports and one support" plan for college graduates (teaching, supporting agriculture, supporting medicine and revitalizing the countryside) will be implemented, and about 32,000 college graduates will be selected to serve at the grassroots level every year.
