Suspension of student status management and new rules for transfer

Recently, the Provincial Department of Education issued the Measures for the Administration of Student Status in Primary and Secondary Schools in Zhejiang Province (hereinafter referred to as the Measures). In order to standardize the enrollment management of primary and secondary school students in Zhejiang Province, improve the scientific management level of basic education, and guarantee the right of school-age children and adolescents to receive education, according to the relevant laws and regulations, combined with the reality of Zhejiang Province, the Measures for the Administration of Enrollment of Students in Compulsory Education in Zhejiang Province and the Measures for the Administration of Enrollment of Students in Ordinary High Schools in Zhejiang Province promulgated on 20 17 were revised.

Small makeup

To jointly understand the relevant issues of the Measures-

ask

1. What is the background of the revision of the Measures for the Administration of Student Status in Primary and Secondary Schools in Zhejiang Province?

In 20 17, our province promulgated the measures for the administration of enrollment of students in compulsory education stage in Zhejiang province and the measures for the administration of enrollment of ordinary high school students in Zhejiang province, which standardized the administration of enrollment of students in the whole province to a certain extent, provided a basis for the administration of enrollment of school students, simplified the handling process and facilitated the work of the masses.

However, with the comprehensive reform of basic education in China entering a new stage, many aspects of the original management methods of primary and secondary school student status can no longer meet the new requirements of education and teaching reform. Especially since 20 19, the Central Committee of the Communist Party of China and the State Council have successively issued programmatic documents such as Opinions on Deepening the Reform of Education and Teaching and Improving the Quality of Compulsory Education in an All-round Way, Guiding Opinions on Promoting the Reform of Education Mode in Ordinary Senior High Schools in the New Period, which have made comprehensive arrangements for the reform and development of basic education and put forward new requirements for the management of student status in our province.

In order to further standardize the management of student status and enrollment from the system and create a good educational ecology, we have improved and revised the original management method of student status, which is one of the supporting documents for implementing the deepening education and teaching reform and promoting the reform of education methods in the Central Committee of the Communist Party of China, the State Council and our province.

ask

2. What principles have been followed in the revision of the Measures?

First, adhere to the law and regulations. The main basis of this revision is the Compulsory Education Law of People's Republic of China (PRC), the Measures for the Administration of Student Status of Primary and Secondary School Students, the Notice on Further Standardizing the Administration of Student Status of Primary and Secondary School Students and other national laws, regulations and documents, as well as the Regulations on the Administration of Enrollment and Student Status of Compulsory Education and Ordinary High Schools in Zhejiang Province. At the same time, resolutely implement the requirements of digital reform and education reform in our province in terms of decentralization, strengthening supervision and improving services.

The second is to focus on problem orientation. In the revision, we pay attention to solving the practical problems encountered by local schools in the management of student status, solving the new problems after the implementation of policies such as compulsory education and local enrollment in ordinary high schools, and paying attention to maintaining the stability and continuity of policies.

The third is to practice fairness and justice. Adhere to equal treatment and fair development, further strengthen the discipline of enrollment, standardize the enrollment behavior of public and private schools, focus on improving institutional rules and strictly standardize management; At the same time, earnestly safeguard the legitimate rights and interests of students, and effectively guarantee the fairness of education, open procedures and fair results.

The fourth is to embody humanistic care. Give full consideration to the actual needs of students and their families, further implement compulsory education to enroll in the nearest school without examination through institutional guarantee, and ensure the healthy growth of students; Improve the transfer system of students in ordinary high schools and secondary vocational schools, and promote the integration and development of general education and vocational education; We will fully guarantee the right to compulsory education for the accompanying children who hold residence permits in their places of residence.

ask

3. Why should the Measures combine compulsory education with the relevant contents of ordinary high schools?

Compulsory education and ordinary high school have a lot in common. Considering the continuity and integrity of the school roll management measures, and referring to the common practices in various places, the original Measures for the Management of Students' School Roll in Compulsory Education in Zhejiang Province and the Measures for the Management of Students' School Roll in Ordinary High Schools in Zhejiang Province are combined into one, which runs through the three stages of primary school, junior high school and ordinary high school, and is revised into the Measures for the Management of Students' School Roll in Primary and Secondary Schools in Zhejiang Province.

ask

4. Why did the original "rewards and punishments" and other relevant chapters be deleted from the Measures?

Mainly because the original chapter on "Reward and Punishment" and the relevant treatment of juvenile offenders have little to do with the management of student status, and there are special documents, they are not repeated in the newly revised Measures, and rewards and punishments for students are still implemented according to relevant regulations.

ask

5. What are the rules for students to register and apply for suspension in compulsory education?

It is clear that compulsory education schools must enroll students in accordance with the school scale and enrollment policy approved by the local education administrative department, and illegal enrollment will not be registered. At the same time, it also emphasizes that students in the compulsory education stage must go through the registration formalities in the school within the specified time, which embodies the compulsory nature of compulsory education.

The delayed learning management in the enrollment information management system for primary and middle school students in Zhejiang Province (hereinafter referred to as the enrollment system) has been added. School-age children and adolescents who need to delay their enrollment due to their physical condition can register their delayed learning in the enrollment system and be included in the delayed learning management after examination and approval, so as to realize the comprehensive supervision of school-age children's enrollment.

ask

6. What are the new requirements of the Measures for the enrollment of ordinary high schools?

First, in order to strictly regulate the enrollment order and student status management, and prevent ethnic separation, empty enrollment, and cross-provincial illegal enrollment, a new clause was added: "Students who are not registered as junior high school students are not allowed to take the Zhejiang junior high school academic level examination and are not allowed to register as high school students." It is clear that students who are not registered are not allowed to take the senior high school entrance examination in principle.

The second is to make it clear that "students who are not registered in Zhejiang junior high school but whose household registration is in Zhejiang can return to the place where they are registered to take the Zhejiang junior high school level examination in accordance with relevant regulations", which guarantees the rights and interests of Zhejiang students whose household registration is outside the province and allows them to return to Zhejiang to take the senior high school entrance examination and be admitted; At the same time, it also means that students who have not returned to Zhejiang to take the senior high school entrance examination will not be admitted to ordinary high schools in our province in the future.

Third, it is stipulated that the education administrative department must complete the enrollment work of ordinary high schools before September 1 every year, and uniformly register the freshmen's school status. Unified registration not only reduces the workload of local schools, but also regulates the enrollment order.

ask

7. What are the rules for students to enter higher schools, skip grades and repeat grades?

It is clear that students in the compulsory education stage will be promoted to the next level within one academic year, and in principle, they may not repeat the grade. Compulsory education schools may not require or arrange for students to repeat the grade; But those with excellent academic performance can apply for advanced placement. Ordinary senior high schools implement the repeat reading system, which defines the conditions and procedures for repeat reading.

ask

8. What are the provisions of the Measures on students' transfer?

In order to facilitate students and parents, prevent illegal enrollment and maintain a good educational ecology, the "Measures" added provisions on transfer.

First, in the compulsory education stage, if the work and actual residence of parents or guardians change, in principle, they should move with them; There is no mandatory requirement that parents and children's household registration must move into the transfer place, but the change of work and actual residence is emphasized. However, in principle, it is not allowed to arrange for private compulsory education schools admitted by Yaohao to transfer to students, so as to prevent popular private schools from digging students through transfer.

The second is to strictly control the transfer of ordinary high schools, mainly to prevent illegal enrollment in the name of transfer. High school students are mentally mature, most of them live on campus, and there is no need to change schools with the change of parents' or guardians' residence. If it is really necessary to transfer, in addition to the results of the senior high school entrance examination, it must also be audited by the provincial education administrative department.

The third is to encourage students to transfer between ordinary high schools and secondary vocational schools, so as to promote the integration of general education and vocational education, and also provide the basis for the management of student status for the subsequent general education and vocational education policies.

Fourth, the regulation that "no transfer is allowed in the first semester of junior grade, the last semester of graduation grade and the middle of the semester" is added, mainly to prevent "immigrants from the senior high school entrance examination" and standardize enrollment. If it is really necessary to transfer, it can be reported to the provincial education administrative department for review.

Second, students were forced to drop out of school because of illness. Suffering from infectious diseases requiring isolation treatment as stipulated in the Law of People's Republic of China (PRC) on the Prevention and Control of Infectious Diseases, or suffering from diseases diagnosed by medical units at or above the county level that cannot be studied at school, the school shall order them to drop out of school with the approval of the administrative department of education.

The Measures put forward high requirements for safety management. Education administrative departments and schools at all levels should establish and improve the security management system of student status system and the confidentiality system of student status data, follow the principle of "who uses (inquires, exports) and who is responsible", implement the responsibility of personnel and safety management, and strictly control the object and scope of use of student status data.
