Commend and reward work; To guide the qualification and management of teachers; Responsible for the management of cadres within the scope of authorization; Responsible for the evaluation and appointment of teachers; Planning and guiding the construction of educational administrators, principals of schools below middle school (including kindergarten directors) and teachers; Cooperate with relevant departments to study and implement the establishment standards of various schools at all levels; Guide the reform of internal personnel and distribution system in schools of all levels and types, and undertake the construction of talent team in the education system.
(3) Development Planning Division. Formulate the city's education development plan and organize its implementation; To undertake the establishment, cancellation and renaming of municipal secondary vocational schools jointly with relevant departments; To formulate enrollment plans for municipal middle schools and high schools; Investment in capital construction projects and educational infrastructure of subordinate units of the General Administration; Responsible for the statistical analysis of the city's basic education information.

Participate in the formulation of education fund raising, education appropriation and education infrastructure investment plan; Overall management of education funds, the preparation of subordinate units of education funds budget and final accounts, the management of state-owned assets and special funds for education, domestic and foreign education loans and grants; Responsible for the financial supervision of subordinate units; Guide and promote school logistics work and logistics reform; Responsible for the coordination of industry and commerce, taxation and financial inspection; Responsible for the internal audit of the education system.

Undertake the macro-management of compulsory education; Formulate plans to promote the balanced development of compulsory education and put forward policies and measures to ensure students' equal access to compulsory education; Standardize the school-running behavior of compulsory education schools and promote the teaching and curriculum reform of compulsory education; Organize the examination and approval of municipal curriculum textbooks in compulsory education stage, and guide the work of teaching informatization, library and experimental equipment; Guiding moral education and off-campus education in compulsory education stage; Guiding compulsory education organized by social forces; Responsible for the comprehensive coordination of private education in the city; Responsible for the management, teaching resources development, personnel training and application guidance of modern distance education projects in rural primary and secondary schools in the city.
(6) Basic education. To undertake the macro management of ordinary senior high school education, preschool education and special education; To formulate development measures and basic teaching documents for ordinary senior high school education, preschool education and special education; Organize the examination and approval of municipal curriculum textbooks for ordinary high schools, preschool education and special education, and promote curriculum reform; Guide the teaching informatization, library and experimental equipment construction of ordinary senior high schools, preschool education and special education, and guide the moral education and off-campus education of ordinary senior high schools, preschool education and special education schools; To guide the work of ordinary high school education, preschool education and special education organized by social forces.
