1 quota allocation
Excellent students at the provincial level are distributed to all localities according to a certain proportion of the number of fresh graduates from all localities (see annex). All localities shall report in equal amounts according to the allocated places, and shall not break through.
2 Selection conditions
1. Fresh graduates from ordinary high schools (including private ordinary high schools) who have formal student status must study in the school where their student status is located.

3 selection program
1. Indicator allocation. The education bureaus of cities under the provincial jurisdiction and counties (cities) directly under the provincial jurisdiction shall collectively study and determine the allocation methods of provincial outstanding students' indicators according to the local ordinary high school education situation, and announce them to the public. Schools that recommend outstanding students at the provincial level should be ordinary high schools with correct school-running concepts, standardized management, remarkable moral education results, outstanding teaching achievements and distinctive school-running characteristics.
2. Democratic choice. The determination of recommended candidates must adhere to the principles of openness, fairness and impartiality, and make conditions open, procedures open, democratic recommendation, teacher-student selection and announcement on the spot. According to the allocated places, the school will determine the candidates according to the ratio of not less than 1: 3. Convene a meeting attended by responsible comrades at or above the middle level of the school, directors (group leaders) of all grades, all teachers and student representatives in grade three, and the class teacher will introduce the relevant information and advanced deeds of the candidates in this class, and then all the participants will vote by secret ballot (a second round of voting can be held when the votes are equal), and the results will be announced to all teachers and students. (2) Voting participants and voting results; (3) a copy of the relevant records of the school affairs meeting or the joint meeting of the party and government signed by the principal.
3. Review and report. Provincial cities and counties (cities) directly under the jurisdiction of the province should carefully review the candidates recommended by provincial outstanding students reported by the school. On the basis of the audit, the director's office meeting will collectively study and decide to recommend the applicant. The student registration management personnel of the Education Bureau log in to the information management system of ordinary high schools in Henan Province, confirm the recommendation information in the provincial excellent student management module, export and print the recommendation list of provincial excellent students, and affix the official seal to report to the Provincial Education Department. The education bureaus of cities and counties (cities) under the provincial jurisdiction shall report the official documents to the provincial education department within the specified time according to the allocation indicators. If there are no qualified candidates who meet the prescribed conditions, they shall not be downgraded, and the indicators shall be recovered by the Provincial Department of Education.
4. Check and confirm. The Provincial Department of Education shall verify the candidates reported by all localities, and cancel the indicators if they are not recommended according to the procedures and do not meet the selection conditions. The audit results are publicized to the whole province through the media.
4 Selection requirements
1. The selection of provincial outstanding students has strong policy and high social concern.
