1, the license plate number is underage, so you can't apply. Under the age of 18 is a minor with limited capacity for civil conduct and cannot apply for a motor vehicle driver's license and license. You can only apply for a license plate number if you are over 18 years old.

2. Legal basis: Article 14 of the Provisions on the Application and Use of Motor Vehicle Driving License.

An applicant for a motor vehicle driver's license shall meet the following conditions: age:

(1) Those who apply for small cars, small automatic cars, small automatic passenger cars for the disabled and mopeds are over 18 years old;

(2) Those who apply for low-speed trucks, three-wheeled vehicles, ordinary three-wheeled motorcycles, ordinary two-wheeled motorcycles or wheeled special-purpose mechanical vehicles are over 18 and under 60;

(3) Those who apply for city buses, medium-sized buses, large trucks, light traction trailers, trolleybuses or trams are over 20 years old and under 60 years old;

(4) Those who apply for driving-permitted buses and heavy-duty towed trailers are over 22 years old and under 60 years old;

(5) Students who have received full-time driving vocational education and applied for the quasi-driving type of large buses and heavy-duty towed trailers are over 19 years old and under 60 years old.

2. Can minors buy a car?

Young people can buy a car with their parents' permission.

The vehicle management office shall, within two days from the date of accepting the application, confirm the motor vehicle, check the rubbing film of the vehicle identification code, review the documents and vouchers submitted, and issue the motor vehicle registration certificate, license plate, driving license and inspection mark.
