Take the county education bureau and county procuratorate as an example:

The director of the county education bureau is a department-level leadership position (note that it is a leadership position, not a non-leadership position of the chief clerk)

The deputy secretary of the party group and the deputy procurator-general of the county procuratorate are the leaders at the official level.

So these two levels are almost the same.
