The four-in-one and seven-in-one is a method of community grid consultation, in which the four-in-one is the establishment of organizational co-construction, party-mass linkage, resource sharing and practical joint office, and the seven-in-one is the establishment of organizational system, suggestion platform, suggestion collection mechanism, democratic consultation rules, achievement implementation mechanism, community characteristic service and supervision and evaluation mechanism. The purpose of "four links and seven constructions" is to give full play to the functions of residents' self-management, self-education, self-service and self-supervision, and strengthen coordination and linkage with government organizations and social units.
