On 20021,Shaoyang Education Bureau directly allocated 50% of the enrollment plan of Zhiming School in Shaoyang No.1 Middle School and No.2 Middle School to junior high schools in municipal and three districts, which was called indicator arrival. The number of arrival plans is called the indicative student plan, which is a guiding plan. The unfinished indicative student plan is recovered by the Municipal Education Bureau.

Index recovery: Due to the insufficient number of students who meet the minimum control standards or the cluster application for a high school, the shortlisted students can't reach the target number of the junior high school when they are enrolled, which leads to the failure to complete the target student plan of the junior high school. The enrollment plan of the index students who have not completed the task is recovered by the Municipal Education Bureau. The reclaimed indicator student plan is selected by the system according to the wishes.
