Basic norms of enterprise safety production standardization
1 Scope This standard is applicable to industrial and mining enterprises to carry out safety production standardization and standardization consultation, service and review; Other enterprises and production and business units can refer to the implementation.
The standardization standards for safety production formulated by relevant industries shall meet the requirements of this standard; If the industry safety production standardization standards have been formulated, the industry safety production standardization standards shall be applied first.

4.2 Establishment and maintenance
The standardization of enterprise safety production adopts the dynamic cycle mode of "planning, implementation, inspection and improvement", and establishes and maintains the standardization system of safety production according to the requirements of this standard and its own characteristics; Through self-examination, self-correction and self-improvement, a long-term safety production mechanism for continuous improvement of safety performance is established.
4.3 Evaluation and supervision

An enterprise shall evaluate the standardization of production safety of this enterprise according to this standard and relevant scoring rules; Apply for external evaluation and grading after independent evaluation.

5.5 Education and training

Safety education and training records should be made, safety education and training files should be established, and hierarchical management should be implemented to evaluate and improve the training effect.
5.5.2 Education and training of safety production management personnel
The main person in charge of the enterprise and the safety production management personnel must have the safety production knowledge and management ability suitable for the production and business activities of the unit. If the laws and regulations require the assessment of safety production knowledge and management ability, they must pass the examination before taking up their posts.
5.5.3 Education and training of operators.
The enterprise shall conduct safety education and production skills training for the operating personnel, make them familiar with the relevant safety production rules and regulations and safety operation procedures, and confirm their ability to meet the post requirements. Employees who have not received safety education and training or failed the training and examination shall not be allowed to work at their posts.
New factory (mine) personnel must go through the factory (mine), workshop (section, area, team) and team three-level safety education and training before taking up their posts.
Before new technologies, new processes, new materials, new equipment and facilities are put into use, special safety education and training should be given to relevant operators.
Operators who have been transferred and left their posts for more than one year and then returned to their posts should be educated and trained in the workshop (section) and safety team, and can only work at their posts after passing the examination.
Personnel engaged in special operations shall obtain the qualification certificate of special operations before taking up their posts.
5.5.4 Education and training of other personnel
The enterprise shall conduct safety education and training for the operators of relevant parties. Before the operators enter the operation site, the subordinate units of the operation site shall conduct safety education and training for them.
Enterprises should educate and inform foreign tourists and students about safety regulations, possible dangers and emergency knowledge.
Construction of safety culture
Enterprises should promote safe production through the construction of safety culture.
Enterprises should take various forms of safety culture activities, guide the safety attitudes and behaviors of all employees, gradually form the safety values recognized and observed by all employees and with the characteristics of their own units, realize safety self-discipline higher than the requirements of laws and government supervision, and ensure the continuous improvement of the safety production level of enterprises.
5.6 Production Equipment and Facilities
Construction of production equipment and facilities
All equipment and facilities of enterprise construction projects shall meet the requirements of relevant laws, regulations, standards and norms; Safety equipment and facilities shall be designed, constructed and put into production and use at the same time as the main project of the construction project.
Enterprises should regulate and manage the project proposal, feasibility study, preliminary design, overall construction scheme, confirmation of safety conditions before construction, and completion acceptance according to regulations.
The change management system should be implemented in the change of production equipment and facilities, and the change procedures should be fulfilled to control hidden dangers in the whole process of change.
5.6.2 Operation management of equipment and facilities
Enterprises should standardize the management of production equipment and facilities to ensure their safe operation.
Enterprises should have special personnel responsible for managing all kinds of safety equipment and facilities, establishing ledgers and conducting regular maintenance. Maintenance plans should be made for safety equipment and facilities.
Before checking and maintaining equipment and facilities, a plan should be made. The maintenance plan shall include analysis of operation behavior and control measures. In the process of inspection and maintenance, hidden danger control measures should be implemented and supervision and inspection should be carried out.
Safety equipment and facilities shall not be dismantled, misappropriated or abandoned at will; If it is dismantled due to inspection and maintenance, temporary safety measures shall be taken and it shall be restored immediately after the inspection and maintenance are completed.
5.6.3 Acceptance of new equipment and facilities and dismantling and scrapping of old equipment.
The design, manufacture, installation, use, testing, maintenance, modification, disassembly and scrapping of equipment shall meet the requirements of relevant laws, regulations, standards and specifications.
Enterprises shall implement the management system of acceptance and scrapping of production equipment and facilities, and shall use production equipment and facilities with qualified quality and meeting the design requirements.
Demolition of production equipment and facilities should be disposed of according to regulations. Demolition of production equipment and facilities involving dangerous goods, it is necessary to formulate plans and emergency measures for the disposal of dangerous goods, and organize their implementation in strict accordance with the provisions.
5.7 Work safety
5.7. 1 production site management and production process control
Enterprises should strengthen the safety management of the production site and the control of the production process. The hidden dangers in the production process, materials, equipment and facilities, equipment, channels and working environment should be analyzed and controlled. High-risk operation activities such as hot work, confined space operation, temporary power operation and high-altitude operation shall be subject to work permit management and strict examination and approval procedures. The work permit shall include risk factor analysis and safety measures.
When an enterprise carries out dangerous operations such as blasting and hoisting, it shall arrange special personnel to conduct on-site safety management to ensure compliance with safety regulations and implement safety measures.
5.7.2 Operation Behavior Management
Enterprises should strengthen the safety management of production activities. Analyze the hidden dangers of operation behavior, equipment and facilities use and process technology, and take control measures.

The enterprise shall, according to the actual situation of the workplace and in accordance with GB2894 and the internal regulations of the enterprise, set up obvious safety warning signs on the workplace and equipment and facilities with large risk factors, warn and remind the danger, and inform the types, consequences and emergency measures of the danger.
Enterprises should set up warning zones and warning signs at the operation sites such as maintenance, construction and hoisting of equipment and facilities, and set up fences and warning signs at pits, wells, depressions, ditches and steep slopes at the maintenance site.
Management of interested parties
An enterprise shall implement the management system for contractors, suppliers and other interested parties, and manage their pre-qualification, selection, preparation before service, operation process, products, technical services provided, performance evaluation and continuous use.
An enterprise shall establish a directory and archives of qualified interested parties, regularly identify service behavior risks according to service operation behaviors, and take effective control measures.
The enterprise shall conduct unified safety management for the relevant parties entering the same operation area.
The project shall not be entrusted to interested parties without corresponding qualifications or conditions. The project agreement signed by the enterprise and the relevant parties shall clearly stipulate the responsibilities and obligations of both parties for production safety.

An enterprise shall implement a change management system and control the permanent or temporary changes of institutions, personnel, processes, technologies, equipment and facilities, operation processes and environment in a planned way. The implementation of the change shall be subject to the approval and acceptance procedures, and the change process and hidden dangers arising from the change shall be analyzed and controlled.
5.8 Hidden Danger Investigation and Handling
5.8. 1 hidden trouble investigation
Enterprises should organize the investigation of hidden dangers of accidents, analyze and evaluate hidden dangers, determine hidden dangers, register and file, and take effective control measures in time.
When laws, regulations, standards and specifications are changed or published, as well as the operating conditions or processes of enterprises are changed, new construction, renovation and expansion projects are built, the relevant parties enter, exit or change, they have a new understanding of accidents, incidents or other information, and the organization is greatly adjusted, they should organize hidden dangers investigation in time.
Before the investigation of hidden dangers, the investigation scheme should be made, the purpose and scope of investigation should be clear, and the appropriate investigation method should be selected. The investigation plan should be based on:

5.8.2 Scope and method of investigation
The scope of enterprise hidden trouble investigation should include all places, environment, personnel, equipment, facilities and activities related to production and operation.
Enterprises shall, according to the needs and characteristics of safety production, conduct hidden dangers investigation by means of comprehensive inspection, professional inspection, seasonal inspection, holiday inspection and daily inspection.
5.8.3 Hidden Danger Control
The enterprise shall formulate a hidden danger management plan according to the results of hidden danger investigation, and manage hidden dangers in time.
The hidden danger control plan should include the objectives and tasks, methods and measures, funds and materials, institutional personnel and time limit requirements. Before handling the hidden dangers of major accidents, temporary control measures should be taken and emergency plans should be formulated.
Hidden danger control measures include: engineering technical measures, management measures, education measures, protective measures and emergency measures.
After the completion of the governance, the governance situation should be verified and the governance effect should be evaluated.
Prediction and early warning
Enterprises shall, according to the production and operation situation and the investigation and management of hidden dangers, use quantitative safety production forecasting and early warning technology to establish an early warning index system reflecting the safety production situation and development trend of enterprises.
5.9 Monitoring of major hazard sources

For toxic and harmful workplaces that may cause acute occupational hazards, alarm devices should be set up, emergency plans should be formulated, on-site first-aid supplies and equipment should be configured, and emergency evacuation passages and necessary safe-haven areas should be set up.
All kinds of protective equipment should be stored in a safe and convenient place, and a special person should be responsible for the custody, regular calibration and maintenance.
The enterprise shall regularly inspect and maintain the first-aid articles, equipment and protective articles on site, and regularly test their performance to ensure that they are in normal condition.
5. 10.2 notification and warning of occupational hazards
When an enterprise concludes a labor contract with its employees, it shall truthfully inform the employees of the occupational hazards that may occur in the course of work, their consequences and protective measures, and make them clear in the labor contract.
Enterprises should take effective measures to publicize employees and related parties, so that they can understand the occupational hazards, prevention and emergency treatment measures in the production process, and reduce or eliminate the harmful consequences.
For jobs with serious occupational hazards, warning signs and warning instructions shall be set according to the requirements of GBZ 158. Warning instructions shall specify the types, consequences, prevention and emergency treatment measures of occupational hazards.

Enterprises should timely and truthfully declare the occupational hazards existing in the production process to the local competent authorities according to regulations, and accept their supervision according to law.
