At that time, enemy agents supported Xinjiang speculators to disrupt prices and monopolize gold and silver coins in an attempt to trap the PLA economically. Gan Zuchang put silver coins into the circulation market at a low price, which hit the arrogance of profiteers, stabilized the market and stabilized the political situation in Xinjiang.
