On May 4th, 20 15, the General Office of the State Council recently issued the "Implementation Opinions on Deepening the Reform of Innovation and Entrepreneurship Education in Colleges and Universities" (hereinafter referred to as the "Opinions"), which comprehensively deployed and deepened the reform of innovation and entrepreneurship education in colleges and universities.

The Opinions pointed out that deepening the reform of innovation and entrepreneurship education in colleges and universities is an urgent need for the country to implement the innovation-driven development strategy and promote economic upgrading and efficiency upgrading. It is also an important measure to promote the comprehensive reform of higher education and promote higher quality entrepreneurship and employment of college graduates. All regions and colleges and universities should implement the fundamental task of educating people, actively adapt to the new normal of economic development, take promoting quality education as the theme, improve the quality of personnel training as the core, improve conditions and policy guarantees as the support, promote the close integration of higher education with science and technology, economy and society, and accelerate the cultivation of innovative and entrepreneurial talents with large scale, innovative spirit and courage to devote themselves to practice.

The "Opinions" make it clear that we should focus on nine tasks: First, improve the quality standards of personnel training. Formulate and revise the national teaching quality standards for undergraduate majors, the teaching standards for higher vocational colleges and the basic requirements for doctoral and master's degrees, and clarify the objectives and requirements of innovation and entrepreneurship education. The second is to innovate the talent training mechanism. Establish a demand-oriented discipline structure and a new mechanism for adjusting the structure of talent training types oriented to entrepreneurship and employment, establish a new mechanism for collaborative education between schools, schools and schools, and schools and international cooperation, and establish a new mechanism for interdisciplinary and interdisciplinary training of innovative and entrepreneurial talents. The third is to improve the curriculum system of innovation and entrepreneurship education. According to the requirements of innovation and entrepreneurship education, adjust the professional curriculum, and develop compulsory courses and elective courses for innovation and entrepreneurship education. The fourth is to reform teaching methods and assessment methods. Carry out heuristic, discussion and participatory teaching to expand the coverage of small class teaching. Reform the content and method of examination, and pay attention to the ability of students to analyze and solve problems. The fifth is to strengthen the practice of innovation and entrepreneurship. Promote the sharing of experimental teaching platforms. Use all kinds of resources to build university science parks, college students' entrepreneurial parks, business incubation bases and small and micro enterprise entrepreneurial bases. We will build a number of off-campus innovation and entrepreneurship practice bases for college students and hold a national innovation and entrepreneurship competition for college students. Sixth, reform the teaching and student status management system. Set reasonable credits for innovation and entrepreneurship, and make training plans for students with willingness and potential. Implement a flexible academic system and allow students to drop out of school to innovate and start businesses. Seventh, strengthen the construction of teaching ability of teachers in innovation and entrepreneurship education. Clarify the responsibility of all teachers for innovation and entrepreneurship education. Hire outstanding talents from all walks of life to teach or guide professional courses and innovation and entrepreneurship courses, and form a talent pool of 10,000 outstanding innovation and entrepreneurship instructors nationwide. Eight is to improve the guidance service for students' entrepreneurship. Establish and improve specialized institutions for student entrepreneurship guidance services. Improve the continuous information service system. Nine is to improve the financial support and policy guarantee system for innovation and entrepreneurship. Integrate and develop financial and social funds to support college students' innovative and entrepreneurial activities. Implement various support policies and service measures, and focus on supporting college students to start businesses in emerging industries. Encourage social organizations, non-profit organizations, enterprises, institutions and individuals to set up venture capital funds for college students.

The "Opinions" emphasize that all regions and universities should formulate implementation plans for deepening innovation and entrepreneurship education reform in local schools, strengthen supervision, strengthen publicity, and do a good job in implementing reform measures.
