Chapter I General Provisions Article 1 In order to strengthen the classified management of domestic waste, improve the level of reduction, recycling and harmless disposal of domestic waste, and promote the construction of ecological civilization, in accordance with the Law of People's Republic of China (PRC) on the Prevention and Control of Environmental Pollution by Solid Waste, the Law of the People's Republic of China on the Promotion of Circular Economy, the Regulations of Chongqing Municipality on the Administration of Urban Appearance and Environmental Sanitation, and relevant laws and regulations, combined with the actual situation of this Municipality. Article 2 These Measures shall apply to the classified management of domestic waste in the urban built-up areas in the main urban areas of this Municipality and in the urban built-up areas and town people's governments where the people's governments of counties (autonomous counties) are located outside the main urban areas.

If there are other provisions on the management of kitchen waste in this Municipality, those provisions shall prevail. Article 3 The term "domestic waste" as mentioned in these Measures refers to the solid waste generated in daily life or activities providing services for daily life, and the solid waste identified as domestic waste by laws and administrative regulations. Article 4 The classification of domestic waste shall follow the principles of government promotion, participation of the whole people, overall planning of urban and rural areas and local conditions. Article 5 The people's governments of cities, districts and counties (autonomous counties) shall be responsible for the unified leadership of the classified management of domestic waste within their respective administrative areas, and the people's governments of towns and sub-district offices shall be responsible for the specific work of the classified management of domestic waste within their respective jurisdictions. Sixth city management department is responsible for the classified management of domestic waste.

The ecological environment department is responsible for supervising and guiding the collection, transportation and disposal of hazardous wastes.

The education department is responsible for organizing, supervising and guiding the classification of domestic waste in schools, kindergartens and other educational institutions; Carry out classified collection, publicity and promotion of campus domestic waste; Organize the compilation of textbooks and reading materials for students' domestic waste classification knowledge.

The business department is responsible for guiding the recycling management of recyclable materials; Improve the construction of renewable resources recovery system.

The Ministry of Planning and Natural Resources is responsible for ensuring the land use of facilities for classified collection, transportation and disposal of domestic waste.

Housing and urban-rural construction departments are responsible for guiding property service enterprises to do a good job in the classification of domestic waste in accordance with the division of responsibilities.

Development and reform, finance, government affairs and other departments should do a good job in the classified management of domestic waste in accordance with the division of responsibilities. Article 7 The people's governments of cities, districts and counties (autonomous counties) shall incorporate the classified management of domestic garbage into the national economic and social development plan, and the required funds into the fiscal budget at the corresponding level. Article 8 The people's governments of counties (autonomous counties) shall adopt economic and technical policies and measures that are conducive to the comprehensive utilization of domestic garbage, and improve the scientific and technological level of domestic garbage disposal.

Encourage social capital to participate in the classified collection, transportation and treatment of domestic waste. Article 9 The people's governments of cities, districts and counties (autonomous counties) shall strengthen the propaganda of domestic waste classification and enhance the public's awareness of domestic waste reduction and classification. Schools, kindergartens and other educational institutions should classify domestic waste into educational content. News media such as radio stations, television stations, newspapers and the Internet should carry out public welfare propaganda in prime time or prominent pages to popularize the knowledge of domestic waste classification. Tenth environmental sanitation, renewable resources, property management, catering, hotels and other related industry associations. , should be the source of domestic waste reduction and classification into the industry self-discipline norms, guide and urge member units to carry out domestic waste classification. Eleventh city, county (Autonomous County) people's government in accordance with the relevant provisions of the units and individuals that have made remarkable achievements in the classification of domestic waste shall be commended and rewarded. Chapter II Classified Delivery and Collection Article 12 Domestic garbage shall be classified according to the following categories:

(a) hazardous waste, mainly including waste batteries (nickel cadmium batteries, mercury oxide batteries, lead batteries, etc.). ), waste fluorescent tubes (fluorescent tubes, energy-saving lamps, etc. ), waste thermometers, waste sphygmomanometers, waste drugs and their packaging, waste paints, solvents and their packaging, waste pesticides, disinfectants and their packaging, waste films, waste photographic paper, etc. ;

(2) Perishable garbage mainly includes kitchen garbage generated by canteens, hotels and restaurants of relevant units, kitchen garbage generated by residents' daily life, vegetable and fruit garbage, carrion, broken bones, eggshells and internal organs of livestock and poultry products generated by farmers' markets and agricultural products wholesale markets;

(3) Recyclable materials mainly include waste paper, waste plastics, waste metals, waste packaging materials, waste textiles, waste electrical and electronic products, waste glass, waste paper aluminum-plastic composite packaging, etc. ;

(4) Other garbage refers to other domestic garbage except the above categories. Thirteenth domestic waste collection containers should use the signs and colors stipulated by the national standards. Domestic waste collection containers that have been set before the implementation of these Measures and have not used the signs and colors specified in the national standards shall be reformed and replaced in batches in combination with natural renewal.

The municipal urban management department shall formulate the standards for the setting of domestic waste classification collection containers. Article 14 Units and individuals shall abide by the provisions of the state and this Municipality on the classified management of domestic garbage, fulfill the obligation of classified reduction of domestic garbage, and put domestic garbage into the classification, and shall not dump, scatter or pile it up at will, and have the right to dissuade and report violations of classified management of domestic garbage. Fifteenth domestic waste classified delivery and collection of management responsibility system, the specific responsible person is determined in accordance with the following provisions:

(a) the implementation of property management in residential areas, property services companies as the responsible person;

(two) the responsibility of organs, enterprises and institutions, social organizations and other units shall be borne by each unit;

(three) stations, airports, docks, cultural sites, stadiums, parks, roads, squares, public green spaces, tourist attractions and other public places, the management unit is the responsible person;

(four) hotels, restaurants, shopping malls, office buildings and food processing places and other places of production and operation, the management unit is responsible.

If the person responsible for the classified management of domestic waste is not clear, the responsible person shall be clearly defined by the local town people's government and the sub-district office.
