Detailed rules for the settlement of five new cities in Shanghai
In 2022, a special plan was made for five new cities in Shanghai, which not only optimized and relaxed the settlement policy, but also stipulated that some talents in short supply had to pay social security for six months before they could apply to settle in Shanghai.

In recent years, the life span of five new cities in Shanghai: Jiading, Qingpu, Songjiang, Fengxian and Nanhui can be shortened by speeding up the planning of new cities.

1, in terms of talent introduction

(1) Employers in key industries in Xincheng can be recommended by the competent department of the industry to be included in key talent introduction institutions.

(2) Municipalities and districts should increase their support for special talents in the new city.

(3) For the core business backbones of skilled jobs that are in short supply and urgent need in New Town, it is explored to be included in the scope of introduction of skilled talents after being independently reviewed and recommended by industry representative enterprises.

(4) Increase the support for education, health and other institutions in the new urban areas to introduce talents by using their undertakings.

2. In terms of household registration.

The shortening of the settlement time of the five major new cities in Shanghai is mainly aimed at the transfer of Shanghai hukou, which is similar to the previous policies of Zhangjiang Science City and Lingang New District. As long as employees in education, health and key industries in the new city promise to continue working in the new city for more than 2 years, the transfer period can be shortened from 7 years to 5 years;

3. In terms of the settlement of international students.

Overseas students who have obtained a bachelor's degree or above in science, technology, engineering and mathematics from high-level universities outside the country introduced by key employers in Xincheng can apply for settlement after working full-time in Xincheng and paying social insurance for 6 months.

4. In terms of residence permit points.

Non-Shanghai graduates who are employed in public welfare institutions such as education and health in new urban areas will be directly settled, adding 3 points.

Special points will be given to Shanghai residence permit holders who work and live in the new town, that is, 2 points will be accumulated every 1 year, and will be included in the total score after 5 years, with a maximum of 20 points.

5. In terms of professional title evaluation.

(1) Qualified working experience in medical institutions can be regarded as grassroots work experience, and the flow of full-time and senior teachers to new schools should be strengthened.

(2) Teachers in the new town can enjoy the treatment of rural teachers when evaluating their professional titles, and guide the district where the new town is located to appropriately tilt the total performance pay of education, health, culture and other institutions within the new town.

6. Fresh graduates settled directly.

(1) Non-Shanghai fresh graduates who have settled in Shanghai will get points directly: 3 points will be given for the elements of newly added public welfare institutions such as education and health in the key transformation areas in the north and south regions;

(2) Fresh graduates of Shanghai's "double-class" construction universities who work in five new cities (Nanhui New City, Jiading New City, Songjiang New City, Qingpu New City and Fengxian New City) and key transitional areas in the north-south region can directly settle down!
