According to relevant laws and regulations, the state implements a degree system. The degree-conferring unit shall award corresponding degrees and issue degree certificates to those who have reached a certain academic level or professional and technical level according to law. Double certificate refers to a new learning form of diploma+vocational qualification certificate promoted by colleges and universities.
Dual-certificate system is an ideal training mode for higher vocational education in China at present, but there are still many problems in the process of implementing this system in our government, enterprises and universities. Based on the analysis of the current situation of the dual-certificate system in China, this paper puts forward three suggestions, namely, reforming the government, enterprises and universities to establish the dual-certificate system with China characteristics. Overview "double certificates" refers to the academic diploma and vocational qualification certificate system.
Double-certificate financing should be mainly reflected in the following aspects:
1, the integration of curriculum standards and professional standards
As a high-level, high-standard and high-level vocational education, higher vocational education should be able to better meet the needs of economic and social development, integrate professional standards into curriculum standards, and realize the integration of social development goals, talent training goals and learner development goals.
If the curriculum standard can't meet the requirements of the vocational standard, the graduation certificate can't be in line with the vocational qualification certificate. Therefore, the essence of the integration of dual certificates is the integration of two standards, which depends on the integration of students' personal development goals and social development goals. The core of higher vocational education reform lies in curriculum reform, and the basic idea of curriculum reform is the integration of learning process and working process.
2. Integration of curriculum evaluation method and vocational skill appraisal method.
In order to make higher vocational education better adapt to the needs of social development, the evaluation method should maintain its own characteristics. Vocational skill appraisal is an assessment activity based on vocational skill level, which is an objective measurement and evaluation of the technical theoretical knowledge and practical operation ability that workers should master in a certain occupation by the state-recognized examination and assessment institutions. The main contents include professional knowledge, operational skills and professional ethics.
These contents are determined according to national vocational (skill) standards, vocational skill appraisal norms and corresponding teaching materials, and are appraised by writing examination papers. Therefore, as far as knowledge requirements are concerned, school assessment can generally meet the requirements of vocational skill appraisal, but skill assessment can not meet the requirements only by answer sheets.
3. Integration of academic education management and vocational qualification management.
The curriculum and curriculum standards of higher vocational colleges are examined and approved by the administrative department of education, and the professional qualification standards and professional skill appraisal institutions are examined and approved by the labor and social security departments. The integration of the two standards objectively requires the communication between the managers of both sides.
Establishing regular communication mechanism through non-governmental organizations is an important form to realize social management coordination. It is a new attempt to realize management communication to set up the "Cooperation Committee of Double Certificates in Colleges and Universities" in China Higher Vocational Education Research Association and attract the participation of relevant departments.
