District (county) elevator safety supervision and management departments shall do a good job in the safety supervision and management of elevators within their respective administrative areas.
The municipal elevator safety supervision and management department shall strengthen the supervision, inspection and guidance of the district (county) elevator safety supervision and management department. Fifth district (county) people's government should strengthen the leadership of elevator safety management, supervise and support the district (county) elevator safety supervision and management departments to perform supervision and management duties according to law, and coordinate and solve major problems in elevator safety supervision and management in a timely manner. Article 6 Schools, news media, social organizations and grassroots mass autonomous organizations shall publicize and popularize elevator safety knowledge and elevator safety laws, advocate civilized elevator riding, and enhance safety awareness and self-protection ability. Article 7 This Municipality encourages the implementation of scientific management methods and the adoption of advanced technologies to improve the safety performance and management level of elevators and enhance the ability of elevator production and use units to prevent accidents. Article 8 Any unit or individual has the right to report elevator safety violations and elevator accidents to the elevator safety supervision and management department. Chapter II Production of Elevator Article 9 The elevator manufacturing unit shall provide corresponding random documents according to the requirements of safety technical specifications to ensure the supply of accessories for manufacturing elevators. Article 10 Before elevator installation, renovation and maintenance, the construction unit shall inform the elevator safety supervision and management department in the local area (county) in writing about the elevator to be installed, renovated and maintained, and then the construction can be started. During the construction, the Safety Code for Installation and Maintenance of Elevators in Beijing shall be implemented to ensure the construction safety.
Elevator installation, renovation, maintenance and daily maintenance units shall implement the "Beijing Elevator Installation, Renovation, Major Maintenance Self-inspection Rules" and make self-inspection records. Eleventh elevator installation, renovation and major maintenance projects are completed, the construction unit shall, within 30 days after the supervision and inspection, hand over the relevant technical information to the user. The elevator user shall store it in the elevator safety technical file. Twelfth units engaged in the daily maintenance of elevators shall do the following work:
(a) according to the maintenance items, methods and cycle requirements put forward in the elevator operation and maintenance manual, formulate the daily maintenance plan of the elevator to ensure the safety and technical performance of the elevator;
(2) Carry out routine maintenance at least once every 15 days;
(3) Formulating emergency measures and rescue plans, and conducting emergency drills at least once every six months;
(four) set up a 24-hour daily maintenance on-duty telephone, and eliminate it in time after receiving the fault notice;
(five) after receiving the report that the elevator passengers were trapped, they rushed to the scene to carry out rescue within 30 minutes;
(6) When carrying out routine maintenance of elevators, the Rules of Beijing Municipality on Daily Maintenance of Elevators shall be implemented and recorded;
(seven) to assist elevator users to formulate elevator safety management system and emergency plan. Thirteenth elevator installation, renovation, maintenance and daily maintenance units shall carry out safety education and technical training for elevator operators, and record the education and training.
Records of safety education and technical training shall be kept for at least 2 years. Fourteenth personnel engaged in elevator installation, renovation, maintenance and daily maintenance operations shall obtain the corresponding "Special Equipment Operator Certificate". Among them, the personnel engaged in elevator installation and transformation shall obtain the qualification of elevator installation engineering; Personnel engaged in elevator maintenance and daily maintenance operations shall obtain the qualification of elevator maintenance projects. Personnel who have not obtained the certificate of special equipment operators are not allowed to work at their posts.
Elevator installation, renovation, maintenance and daily maintenance personnel shall hold relevant certificates. Chapter III Use of Elevator Article 15 An elevator user shall:
(a) the establishment of elevator safety management institutions or equipped with full-time elevator safety management personnel;
(two) establish and strictly implement the elevator safety operation management system, and establish a complete elevator safety technical file;
(three) to ensure that the elevator emergency alarm device can effectively answer the emergency call for help;
(4) Post safety precautions, warning signs and effective "safety inspection qualified" signs in the elevator car or at the obvious position at the entrance and exit;
(five) to formulate emergency measures and rescue plans for elevator accidents, and organize regular drills;
(six) when the elevator passengers are trapped, take prompt measures to appease and organize rescue for the trapped people.
