I am a contract teacher. After my resignation, the Education Bureau has been withholding files for more than two years, which has seriously affected my job search and continued graduate study. There is no way. You can apply for resignation first (go through resignation procedures), and then find the Education Bureau with the postgraduate admission notice. It should be possible. This is how we operate here (employees are not allowed to study full-time graduate students unless they resign).
