Implementing free and compulsory education for all has always been the goal pursued by the education department, but it is always difficult to fully realize it due to the limitations of system, national strength and financial resources.
At present, many countries in the world have realized free compulsory education, and the draft proposes that "school-age children and adolescents who receive compulsory education in public schools will not be charged tuition fees, and miscellaneous fees will be gradually exempted".
China has also made it clear that "compulsory education will be implemented and tuition and fees will not be charged". At the same time, considering the financial situation of the country, the implementation steps of exempting school-age children and adolescents receiving compulsory education from tuition fees are added to the supplementary provisions, which are stipulated by the State Council.
