Township (town) central school:

In order to conscientiously implement the relevant provisions of the central, provincial and municipal governments on retiring substitute teachers year by year, the county government decided to retire substitute teachers 100 in primary schools and kindergartens throughout the county this year, so as to achieve the goal of reducing substitute teachers year by year. In order to seriously organize and implement the work of repaying substitute teachers this year, the relevant matters concerning repaying substitute teachers are hereby notified as follows:

First, the principle of repayment.

In the work of retiring substitute teachers, we should follow the principles of "setting posts according to the establishment, retiring year by year" and "appointing people according to their posts" and adhere to the principle of "fairness, justice and openness". Each central school should combine the actual development of each school, draw up a repayment plan that conforms to the actual situation of the school, strictly follow the plan, and put an end to bureaucracy and black-box operation.

Second, organization.

In order to ensure the steady implementation of the repaying work, the Education Bureau set up a leading group for repaying work, with Director Cheng Dachao as the leader, Party Secretary Yang Maolin, Secretary of the Third Discipline Working Committee of the County Commission for Discipline Inspection Yang Luwei, Deputy Directors Zhao Yong and Li Yunfei as the deputy heads. The leading group has an office in the Personnel Section, with He Xinghai as the director of the office and members composed of the heads of various departments of the Education Bureau. The central schools should also set up corresponding organizations, strengthen the leadership of the work of repaying, and carefully organize the implementation according to the regulations.

Third, the repayment method.

1. The substitute teachers currently used in our county are distributed in township central schools and organized and implemented in township central schools. According to the distribution of substitute teachers in the county, first, 34 substitute teachers used in the non-compulsory education stage (kindergarten) in the county retired at one time, and the insufficient teachers were adjusted by the central school. For kindergartens that cannot be adjusted due to work needs, the central school can temporarily hire some according to the actual situation of each kindergarten. Second, among the 3 19 substitute teachers currently used in primary schools in the county, according to the requirements of the county party committee and the government, the Education Bureau issued repayment targets for each central school at a ratio of 20% to 40% (see attached table), and each central school organized the implementation of repayment within the target range. After repayment, some teachers with insufficient positions will be employed by the central school.

2. The dismissal of substitute teachers is a hot and difficult issue of current social concern. There are many people and heavy workload this year. Township (town) central schools should attach great importance to the demolition work, combined with the actual situation of the campus, and formulate feasible evaluation and demolition programs. The dismissal plan shall be discussed and approved by the school team and some substitute teachers' representatives, and shall be submitted to the local party committee and government for approval before it can be organized and implemented. Without discussion and approval, it shall not be organized and implemented.

3. In order to ensure the stability of the teaching staff and let the retired substitute teachers go home with peace of mind, with the consent of the county party committee and the government, according to the relevant provisions of the Labor Contract Law, from this year on, the retired substitute teachers will be paid one month's salary every year as a living allowance according to the number of substitute years. If the substitute teachers are replaced for more than six months but less than one year, the compensation period will not exceed 12 years.

4. Repatriation Work As of September 2009 and before September 15, all central schools will report the list of students who have been repatriated to the Personnel Department of the Education Bureau, and handle the living allowance according to the regulations (previous students and substitute teachers who have been admitted to public teacher positions will no longer be paid the living allowance). Retired substitute teachers will be paid until September 30, 2009.

In order to conscientiously implement the spirit of "Implementation Opinions on Post Setting Management of Institutions in Shaanxi Province" and "Notice of Hanzhong Municipal Committee Office of the Communist Party of China and Hanzhong Municipal People's Government Office on Printing and Distributing the Implementation Rules for Post Setting Management of Institutions in Hanzhong City (for Trial Implementation)" forwarded by the county party committee office and the county government office, the county government agreed to comprehensively establish the post setting management system of institutions in our county, repel temporary personnel, optimize the team structure, and realize the scientific, standardized and institutionalized personnel management of institutions.

First, fully understand the necessity and arduousness of repaying all substitute teachers.

Substitute teachers in rural primary and secondary schools used to be an important force in China's education front and made positive contributions to popularizing rural compulsory education. However, according to the new situation, new tasks and new requirements of education development, rural substitute teachers have become a prominent problem that puzzles the construction of county teachers and the management reform of public institutions in the new period. In recent years, towns and schools have actively and steadily retired substitute teachers in combination with the adjustment of the layout of rural primary and secondary schools. The number of substitute teachers in primary and secondary schools in the county decreased from more than 500 in 2002 to more than 60, which obviously optimized the structure of rural teachers. According to the spirit of relevant documents of provinces, cities and counties, it has become an inevitable requirement to remove all substitute teachers to promote the post setting management of public institutions. The problem of the existing substitute teachers is outstanding, and the task of repaying them is arduous, time-consuming and difficult, which will inevitably lead to some unstable factors. In this regard, all relevant schools and educational units directly under the bureau must unify their thinking and understanding, strengthen their confidence, strengthen measures and pay close attention to implementation. In accordance with the unified deployment of the county government, we should comprehensively do a good job in repaying substitute teachers and supplementing teachers, optimize the structure of rural teachers, and ensure the smooth implementation of the post setting management reform of institutions in the county.

Second, clear objectives and tasks.

The main objectives and tasks are: all the 67 substitute teachers in rural primary and secondary schools will be retired before June 38+the end of February 2007, and the vacant teaching posts will be adjusted and supplemented in time. According to the Notice on Cleaning up Temporary Personnel in Institutions and Institutions No.3 [200 1], all the tasks of repaying substitute teachers will be completed on time, and the one-time living allowance will be paid in full. In accordance with the regulations, seriously receive and deal with the problems reflected by letters and visits from retired teachers, ensure that the retirement work is completed at one time, keep pace with each other, unify policies, avoid missing schools and leaving no people, and supplement the vacant posts at one time, with no room for convergence. The quality and ability of personnel are strong, the structure of teachers is more reasonable, the order of education and teaching is maintained, and local students, parents and the masses are basically satisfied; Retired people have a stable mentality, leave their jobs smoothly, choose their own jobs and re-employment. Third, the stage layout and method steps

The removal of substitute teachers in rural primary and secondary schools is implemented in three stages:

The first stage (165438+126 October-165438+130 October): learn publicity and raise awareness. The relevant township central schools and educational units directly under the bureau should conscientiously study and publicize the spirit of the work conference on post setting management of public institutions held by the county government, fully understand the necessity and arduousness of doing a good job in repaying substitute teachers, enhance the overall awareness, clarify the responsibility requirements, strive for the strong support of local party committees, governments and the masses, take effective measures, and unswervingly and actively do a good job in repaying substitute teachers. It is necessary to vigorously publicize the reform of post setting management in public institutions, so that the majority of teaching staff, especially substitute teachers, can truly realize that it is the general trend for public institutions to repel temporary personnel. Only by emancipating the mind, changing ideas, adapting to the trend of reform with a positive attitude and starting a business in a broader world according to one's own reality can we realize the value of life.

The second stage (65438+February 2-65438+February 22): Clear requirements, and completely repel. All relevant schools should adhere to the people-oriented concept and ensure that all substitute teachers leave their posts smoothly before 65438+February 2 1 through in-depth and meticulous ideological work, rational and harmonious working methods and solid and effective working measures. Township central schools should closely combine the current post setting management of public institutions, and make adjustment and supplementary plans for vacant post teachers as soon as possible. In principle, township central schools should adjust their posts first, clear off-duty personnel and merge classes. At the same time, in the process of school post setting, within the scope of strict policy control, higher-level teachers' posts should be tilted to remote and hard villages and small towns to attract teachers to actively teach in the most basic schools, and preferential treatment should be given in terms of model evaluation, promotion and implementation of performance pay. In principle, all teachers who used to teach in village schools, graduated from private teacher training courses and transferred to central primary schools will be returned. For towns and villages with more vacancies, the county takes turns to teach, or the county bureau uniformly allocates counterpart support for surplus personnel in towns and villages, and the students of the county teacher training class return to school in advance. It is necessary to do a good job in the ideological work of in-service teachers, urge them to make good preparations in advance, adhere to the principle that supplementary teachers take up their posts first and retirees leave their posts at any time, and ensure that supplementary teachers take the initiative to replace the original substitute teachers by 12+07 at the latest.

All relevant schools should correctly understand, pay attention to methods, wait patiently, seriously deal with the problems raised when the policy and ability permit, actively solve the practical difficulties of retired substitute teachers, actively cooperate with the county bureau of culture, education and sports to handle the one-time living allowance for substitute teachers in time, grasp the ideological trends of retired substitute teachers, inform relevant parties in time, try to digest bad signs and contradictions at the grassroots level and solve them in the bud, and resolutely prevent leapfrog petitions and serious incidents.

Fourth, safeguard measures.

1, strengthen organizational leadership. The removal of all substitute teachers is related to the overall situation of post setting management reform in public institutions and the harmony and stability of the education system. All relevant schools should attach great importance to it, earnestly strengthen the organization and leadership, and make the appeasement and stability of all substitute teachers a key task at present. The leaders of the bureau's education trade unions, comprehensive education, finance and other units, as well as relevant township and township school cadres, served as deputy heads, and the leading group set up an office. With the support of the leadership of the local Party committee and government, all township central schools should conscientiously do a good job in the deployment and supplement of substitute teachers after retirement, strengthen internal management, give full play to the role of the school party and government working group, make a thorough investigation, carry out in-depth ideological mobilization work, and try their best to help retirees solve their living difficulties and re-employment problems within the scope permitted by policies. Ensure the normal operation of education and teaching in relevant schools, actively strive for and cooperate with the "two committees" of villages and towns to pay close attention to the words and deeds of retirees, seriously digest the problems at the grassroots level and resolve them in the bud, take effective measures to prevent retirees from petitioning at all levels, and arrange special personnel to pick up and drop off petitioners in time.

3. Strict work discipline. The work of repaying substitute teachers is very policy-oriented, involving a wide range and the task is very arduous. All relevant schools should strictly abide by discipline and strictly implement relevant policies. In particular, the principals of the relevant schools should earnestly take responsibility, personally arrange the deployment, take the initiative to win the support of the local party committees and governments, actively carry out the work, and do the work in detail. It is necessary to grasp the policy, adhere to the principle, and complete the task of returning troops to the letter, but also pay attention to the working methods, resolve contradictions and solve problems in time, and ensure the smooth implementation of returning troops. At the end of the year, the county bureau will take this work as the main content of the principal's assessment, and seriously investigate and deal with those who are ineffective and violate discipline in the work of repaying.

4. Pay attention to overall consideration. It is difficult and time-limited, and must be completed in the middle of this semester. If it is not handled properly and the connection work is not in place, it will inevitably affect the teaching work in some schools. Therefore, all relevant schools and bureaus must make overall plans, make careful arrangements, adhere to the principle of making up while paying back, making up first and then paying back, take retreating as progress, optimize the teaching staff, and ensure that the work of retiring teachers and the work of education and teaching are promoted simultaneously.
