Chapter I General Provisions Article 1 These Provisions are formulated in accordance with relevant laws and regulations and combined with the actual situation of this Municipality in order to strengthen the management of dust pollution prevention in construction projects, improve the level of civilized construction, protect the atmospheric environment, improve air quality and safeguard public health. Article 2 These Provisions shall apply to the prevention and control of dust pollution in construction activities such as new construction, reconstruction, expansion and demolition of buildings and related transportation activities within the administrative area of this Municipality. Article 3 The term "construction dust pollution" as mentioned in these Provisions refers to the pollution to the atmospheric environment caused by particles generated during the construction of construction sites and the removal and storage of earthwork, muck, garbage and gravel. Article 4 The prevention and control of dust pollution in construction projects shall follow the principles of combining prevention and control, territorial management, public participation and comprehensive management. Article 5 The people's governments of cities and counties (cities, districts) shall strengthen their leadership in the prevention and control of dust pollution in construction projects within their respective administrative areas, incorporate the prevention and control of dust pollution in construction projects into the air pollution prevention and control plan, establish a comprehensive prevention and control system of dust pollution in construction projects, and increase financial input in the prevention and control of dust pollution in construction projects. Sixth city and county (city, district) people's government ecological environment administrative departments to implement unified supervision and management of construction dust pollution prevention and control.

City, county (city, district) people's government housing and urban and rural construction administrative departments or other supervision and management departments determined by the people's governments at or above the county level shall supervise and manage the prevention and control of dust pollution in construction projects.

City, county (city, district) people's government planning and natural resources, urban management, public security, transportation, finance and other administrative departments in accordance with their respective responsibilities, do a good job in other related work of dust pollution prevention and management of construction projects. According to their respective responsibilities, the prevention and control of dust pollution in construction projects will be included in the scope of daily supervision and management, special inspections on dust pollution prevention and control will be organized regularly, inspections on key areas, key projects and key links will be strengthened, and an information exchange and sharing mechanism for dust pollution prevention and control in construction projects will be established to promote coordination and linkage. Article 8 The construction unit shall, according to the actual conditions such as seasonal characteristics, construction stages and meteorological conditions, establish and improve the management system and specific prevention measures for dust pollution prevention and control, and implement dynamic management for dust pollution prevention and control in the whole process of project construction.

The prevention and control of dust pollution in construction projects shall conform to the national, industrial and local standards such as the Technical Specification for the Prevention and Control of Urban Dust Pollution and the Environmental Hygiene Standard for Construction Sites. Article 9 The public has the right to complain and report dust pollution in construction projects. The administrative departments of ecological environment, housing, urban and rural construction and urban management of the people's governments at or above the county level shall set up and publish telephone numbers and e-mail addresses for complaints and reports, promptly accept complaints and reports from the public about dust pollution in construction projects, investigate and deal with them in a timely manner, and inform the complainant or informant of the results.

Newspapers, radio, television, internet and other media should strengthen the supervision of public opinion on the prevention and control of dust pollution in construction projects. Chapter II Responsibility for Prevention and Control Article 10 The construction unit shall undertake the responsibility for prevention and control of dust pollution in the following construction projects:

(a) the construction dust pollution prevention and control costs into the project cost, clear the relevant content in the construction contract, and timely pay to the construction unit according to the contract or the relevant provisions;

(two) there are more than two construction units in the construction project, and coordinate to solve the problem of dust pollution prevention and control in common sites and roads;

(3) Covering the exposed ground of construction land that can't be started temporarily, or greening, paving or covering the exposed ground of construction land that can't be started for more than three months;

(4) Other duties as prescribed by laws and regulations. Eleventh construction units shall bear the following responsibilities for the prevention and control of dust pollution in construction projects:

(a) the preparation of construction dust pollution prevention and control plan, and to the competent authorities for the record;

(two) the implementation of construction dust pollution prevention measures, control dust pollution sources;

(3) Training and educating the project managers and operators on the prevention and control measures of construction dust pollution, and standardizing the construction behavior;

(four) the rational use of construction dust pollution prevention and control costs, to ensure earmarking;

(five) set up public signs for the prevention and control of dust pollution at the entrance and exit of the construction site, and publish information such as dust pollution prevention measures, relevant responsible persons and dust supervision and management departments;

(six) on-line monitoring of dust pollution on the construction site to ensure the normal operation of relevant monitoring equipment;

(seven) to regularly check and evaluate the prevention and control of construction dust pollution, analyze the causes of dust pollution problems existing in the construction process, formulate corresponding rectification and preventive measures and follow up;

(eight) to collect and sort out the management information and inspection records of the prevention and control of dust pollution in construction;

(nine) other duties as prescribed by laws and regulations. Chapter III Prevention and Control Measures Article 12 The construction unit of a construction project shall take the following measures to prevent and control dust pollution:

(a) the boundary of the construction site should be set up with a hard closed enclosure, and dust suppression measures such as covering, subsection operation and regular construction should be taken;

(2) entrances and exits of the construction site, main roads, material storage sites, etc. Should be hard;

(three) according to the requirements of the configuration and use of mobile fog gun, spray (shower) device, sprinkler and other dust suppression equipment;

(four) equipped with professionals to adapt to the scale of the project, responsible for sprinkling water to suppress dust, remove floating soil and dust, and wash the ground and vehicles;

(5) When earthwork, cutting, plastering, drilling and gouging are carried out on the construction site, effective dust reduction measures such as sprinkling water and spraying (spraying) water shall be taken;

(six) due to special circumstances, it is necessary to mix ready-mixed concrete and ready-mixed mortar on site, and centralized closed mixing should be adopted, and dust treatment should be carried out;

(7) Construction earthwork, muck and garbage shall be removed to the designated place for disposal in time, and dust-proof measures such as closed dust-proof net cover shall be taken for temporary storage in the site;

(8) Sprinkle water on the exposed ground of the operation on time; Sprinkle water regularly on the exposed ground that does not run within 48 hours; If you don't work for more than forty-eight hours, you should take measures to prevent and control dust pollution such as covering.
