Lead: In order to further implement the Regulations on AIDS Prevention and Control, the Notice of the State Council on Further Strengthening AIDS Prevention and Control (Guo Fa [2010] No.48) and the China AIDS Prevention and Control Law? 1. Efforts should be made to eliminate social discrimination against children affected by AIDS. All localities should earnestly strengthen publicity and education on AIDS prevention knowledge, so that the masses can correctly understand and scientifically prevent AIDS, know that daily contact will not spread AIDS, and know that exclusion and discrimination against AIDS patients will not help prevent AIDS, eliminate their fear of AIDS patients, and improve their knowledge of AIDS prevention. Increase the publicity of the AIDS Prevention and Control Regulations. No unit or individual may discriminate against HIV-infected persons, AIDS patients and their families. The legitimate rights and interests of HIV-infected persons, patients and their families in seeking medical treatment and enrolling in schools are protected by law. Carry forward socialist core values, advocate harmonious, civilized and friendly values, and form a good social atmosphere for the whole society to jointly fight AIDS and care for children affected by AIDS. It is necessary to adjust measures to local conditions, adopt various forms that are popular with the masses and easy to understand, further intensify publicity and education in rural areas, remote, poor and ethnic minority areas, and strive to be a household name, known to all women and children.

Second, earnestly implement various policies and measures for children affected by AIDS (1) further implement medical services for children affected by AIDS. All localities should earnestly strengthen the prevention of mother-to-child transmission of AIDS and effectively reduce the risk of mother-to-child transmission of HIV-infected pregnant women. Children infected with HIV should be provided with regular follow-up testing, antiviral treatment, psychological care and other services. Do a good job in the medical treatment of children affected by AIDS. Medical and health institutions at all levels should implement the responsibility system of first diagnosis (asking), do a good job in the reception and disposal of children infected with HIV found in medical services in accordance with relevant regulations, and must not shirk or refuse medical treatment for any reason. Strengthen the effective connection of basic medical insurance, serious illness insurance, medical assistance and other systems to effectively reduce their medical burden.

(two) to further implement the legitimate rights and interests of children affected by AIDS to receive education. Under the unified leadership of the local government, local education administrative departments and schools should closely cooperate with health and family planning departments and civil affairs departments to protect the legitimate rights and interests of children affected by AIDS in receiving education. In the pre-school education stage, compulsory education stage, high school stage and higher education stage, the funding problem of children affected by AIDS will be solved as a whole to ensure that children affected by AIDS will not be unable to attend school or drop out of school because of family difficulties. It is necessary to strengthen the publicity and education of school teachers, enhance teachers' understanding of comprehensive AIDS prevention and control knowledge, guide students to treat children affected by AIDS equally, solve their psychological problems in time and solve their learning difficulties. For a small number of children affected by AIDS who have difficulty in entering school, the local education department should make proper arrangements.

(three) to further implement the basic living guarantee for children affected by AIDS. All localities should fully implement the basic living security system for children orphaned by AIDS and children infected with HIV, and at the same time, in accordance with the Notice of the Ministry of Civil Affairs and the Ministry of Finance on Issuing the Basic Living Expenses for Orphans (Min Fa [2010]1No.) and the Notice on Issuing the Basic Living Expenses for Children Infected with HIV (Min Fa [20/KLOC-0) It is necessary to further strengthen the standardized management of the basic living expenses of children infected with HIV, and establish a joint review and reporting mechanism of civil affairs, health and family planning departments to prevent fraudulent use and crowding. In accordance with the provisions of the Interim Measures for Social Assistance, it is necessary to ensure that all eligible children affected by AIDS are included in the scope of assistance for urban and rural poor people with minimum living allowances in a timely manner, so that all insurance should be guaranteed; Temporary assistance will be given to families whose basic life is temporarily in serious difficulties due to AIDS. We should make full use of social assistance, social welfare, social insurance, charitable donations and other related policies and resources to effectively protect the basic livelihood of children affected by AIDS.

Three. Protect the privacy of children affected by AIDS according to law. All localities should strengthen the privacy protection of children affected by AIDS according to law. Without the consent of the guardian, no unit or individual may disclose his name, address, school, portrait, medical history and other information that may infer his specific identity. Those who disclose information about children infected with HIV shall be dealt with according to law. It is necessary to educate and guide guardians and other insiders to avoid informing irrelevant people about the infection status of children infected with HIV, so as to prevent unnecessary harm to children's life, study and psychology due to information disclosure.

Four, to further strengthen the supervision and inspection of health and family planning, education and civil affairs departments at all levels should increase the supervision and inspection of the implementation of policies and measures such as medical care, education and living security for children affected by AIDS. Units and individuals who prevaricate or refuse children affected by AIDS to go to school and seek medical treatment, and who intercept, impersonate or fail to pay the basic living expenses of children orphaned by AIDS and HIV-infected people according to regulations should be dealt with severely according to law. The National Health and Family Planning Commission, the Ministry of Education and the Ministry of Civil Affairs will form a joint supervision team in the near future to conduct spot checks on the implementation of the policy.
