Article 1 In order to promote environmental education, enhance citizens' environmental awareness, promote the construction of ecological civilization and realize sustainable development, these Measures are formulated in accordance with the Environmental Protection Law of People's Republic of China (PRC), the Education Law of the People's Republic of China and other laws and regulations, combined with the actual situation of this Municipality. Article 2 These Measures shall apply to environmental education activities within the administrative area of this Municipality. Article 3 The term "environmental education" as mentioned in these Measures refers to the educational activities of popularizing environmental ethics, environmental legal system and environmental popular science knowledge to the public through various forms, enhancing environmental awareness, improving environmental protection skills and establishing ecological civilization values. Article 4 Environmental education adheres to the principles of unified planning, national participation, hierarchical management and classified implementation. Article 5 It is the common responsibility of the whole society to popularize environmental education. All citizens with educational ability should receive environmental education. Article 6 The municipal and district people's governments shall incorporate environmental education into the national economic and social development plan, and include the funds needed for environmental education in the fiscal budget at the corresponding level and guarantee it. Article 7 The municipal and district people's governments (park management agencies) shall include the awards of individuals, legal persons and organizations that have made outstanding achievements in environmental education into the scope of commendation and awards for ecological civilization and environmental protection. Article 8 The municipal and district people's governments (park management agencies) shall establish a joint meeting system for environmental education. The joint meeting shall be convened by the competent department of environmental protection and attended by relevant government departments and relevant professional units, organizations and individuals. Mainly responsible for coordinating, guiding and supervising environmental education and studying major issues of environmental education. Article 9 June 5th every year is Environment Day. City and District People's governments (park management agencies) carry out publicity and education activities around the theme of Environment Day, and the competent department of environmental protection is responsible for organizing the implementation; Radio, television, newspapers, internet and other media should carry out various environmental public welfare publicity and education activities; Environmental science education and practice bases should be open free of charge.

During the theme activities such as World Earth Day, World Water Day, World Forest Day and National Energy Conservation Publicity Week, publicity and education activities on ecological civilization construction and environmental protection should be carried out. Article 10 The competent department of environmental protection shall be responsible for formulating the environmental education plan and organizing its implementation after being approved by the municipal and district people's governments; Support the construction of environmental education bases and social organizations and environmental protection volunteers to carry out environmental education activities.

The competent department of environmental protection shall establish environmental education resources and public service platforms, develop environmental education learning courses, compile environmental education teaching materials, and provide policy and information support and services for environmental education. Eleventh education administrative departments are responsible for guiding primary and secondary schools and kindergartens to carry out environmental education; Incorporate environmental education into the local curriculum of primary and secondary schools, formulate school environmental education plans and plans, and organize the compilation of local environmental education textbooks; Evaluate and supervise school environmental education; Strengthen the construction of environmental education teachers, and do a good job in the selection, training and management of environmental education teachers. Twelfth human resources and social security administrative departments shall incorporate environmental education into the initial and promotion training of civil servants according to law; In the organization of continuing education and vocational skills training for staff and professional and technical personnel in institutions, environmental education courses are set up. Thirteenth judicial administrative departments should incorporate environmental protection laws and regulations into the legal popularization plan and annual plan, and organize their implementation. Article 14 The administrative departments in charge of development and reform, culture, radio and television, press and publication, economy and informatization, urban and rural construction, public security, finance, science and technology, land and resources, industry and commerce, quality and technical supervision, food and drug supervision, planning, urban management, transportation, agriculture, water affairs, commerce, gardening, health, meteorology and maritime affairs shall, according to their respective functions and duties, do a good job in environmental education and related work.

Trade unions, the Communist Youth League, women's federations, science and technology associations and other people's organizations should strengthen public environmental education according to their work characteristics. Fifteenth street offices (town people's government) should take the form of providing books, audio-visual materials lending services, setting up billboards and organizing public welfare activities to carry out public environmental education. Article 16 State organs, enterprises and institutions, social organizations and other organizations shall incorporate environmental education into their annual work plans, carry out various forms of environmental education activities and popularize environmental knowledge.

The main person in charge of the departments of the municipal and district people's governments and the park management institutions shall take the lead in receiving environmental education and training during their tenure.

The school of administration should offer environmental education courses and carry out special training. Seventeenth primary and secondary schools and kindergartens should incorporate the content of environmental education into the teaching plan, implement teachers, teaching content and class hours in combination with teaching practice, and organize students to participate in environmental education practice in various forms to cultivate students' good behavior habits of caring for the environment.

The competent department of environmental protection shall jointly establish an environmental publicity and education network in Nanjing universities and secondary technical schools to promote the development of environmental education activities. Eighteenth to encourage, guide and support the following units to create environmental education base:

(1) Botanical gardens, science and technology museums, cultural centers and museums;

(2) Nature reserves and scenic spots;

(3) Demonstration project of ecological agriculture;

(four) clean production, circular economy, industrial pollution prevention and control demonstration projects and projects;

(five) scientific research institutes and laboratories with environmental protection demonstration functions;

(six) other places suitable for environmental education.

The District People's Government (park management agency) shall determine at least one environmental education demonstration base within its jurisdiction, and give encouragement and support.
