Special education teachers shoulder the important responsibility of promoting the all-round development of the disabled and promoting social fairness and justice. In order to implement the Outline of the National Medium-and Long-term Education Reform and Development Plan (20 10-2020) and the State Council's Opinions on Strengthening the Construction of Teachers' Team (Guo Fa [2012] No.41), we will adhere to the "Special Education Office" and vigorously strengthen the construction of teachers' team in special education.
First, the overall planning of the construction of special education teachers. According to the actual needs of the development of special education, all localities should scientifically determine the goal of the construction of special education teachers in accordance with the principle of "classified planning, giving priority to construction, highlighting key points and advancing step by step". By 20 15, a training system for special education teachers with reasonable layout and high professional level will be basically formed, the professional attraction of special education teachers will be further enhanced, and the number of teachers will basically meet the needs of running schools. By 2020, a team of special education teachers with sufficient quantity, reasonable structure, excellent quality and caring will be formed.
Second, strengthen the training of special education teachers. Formulate professional standards for teachers in special education schools and improve the professional level of special education teachers. Support the construction of a number of special education normal colleges, improve the training ability of special education teachers, and be able to serve the whole country based on the province, the radiation area or the whole country. Strengthen the construction of special education specialty, broaden the professional field and expand the training scale to meet the needs of special education development. Reform the training mode, actively support the cooperation between normal colleges and medical colleges, promote interdisciplinary, and train special education teachers and rehabilitation professionals with compound knowledge and skills. Support normal colleges and other institutions of higher learning to offer special education courses in normal majors, cultivate normal students' educational and teaching ability, and guide disabled students to study in regular classes.
Third, carry out special education teacher training. Special education teachers should receive no less than 360 hours of full-time training within five years. Relying on the "national training plan", we will combine centralized training with distance training and increase the training of teachers in special education schools across the country; All localities should simultaneously carry out off-the-job training for teachers in special education schools and teachers who undertake the task of studying in regular classes. Promote the deep integration of information technology and special education teacher training, establish a professional network training community for special education teachers, carry out special training for special education teachers' educational technology ability, and promote the normalization of special education teachers' professional development. Teacher training institutions should establish a special education teacher training team that combines full-time and part-time jobs, strengthen the construction of teaching, research and research teams for special education teachers, and improve the professionalism, pertinence and effectiveness of training.
Fourth, improve the management system of special education teachers. The relevant departments at the provincial level shall implement the preparation required for the normal teaching and management of special education schools. According to the characteristics of small number of students, small class size and many boarders in special education schools, the staffing standards of special education schools can be formulated in light of local conditions. To improve the access system for special education teachers, teachers engaged in special education should obtain corresponding qualifications, and non-special education graduates should also participate in professional training organized by the education administrative department. Incorporate the relevant contents of special education into the teacher qualification examination. Explore the establishment of a professional certificate system for special education teachers. To study and set the post conditions of teachers and rehabilitation professionals in regular classes. Formulate assessment standards and methods that meet the working characteristics of special education teachers. The evaluation and appointment of teachers' positions (professional titles) is inclined to special education teachers.
Five, the implementation of special education teachers' treatment. All localities should take effective measures to implement the special education allowance in accordance with state regulations, and ensure that the salary policy for special education teachers stipulated by the state is implemented. The work of teaching managers who undertake regular classes should be included in the workload. In accordance with the overall deployment of the reform of public institutions, ensure that special education teachers enjoy social security benefits such as medical care and old-age care as required. Pay housing accumulation fund for special education teachers according to regulations. Encourage local governments to include qualified housing for special education teachers in the scope of local housing security and make overall plans to solve them. Pay attention to the mental health of special education teachers and carry out mental health consultation regularly.
Six, create a strong atmosphere of care and support for the construction of special education teachers. Strengthen the publicity of outstanding special education teachers, and vigorously promote the humanitarian spirit and dedication of special education teachers in the whole society. Teachers who have made outstanding contributions to special education posts for a long time shall be rewarded in accordance with the relevant provisions of the state.
