According to the spirit of the Notice of Guangdong Provincial Department of Education on Doing a Good Job in the Qualification of Primary and Secondary School Teachers in the First Half of 2020, combined with the reality of Sihui City, the relevant matters concerning the qualification of primary and secondary school teachers (including secondary vocational schools and kindergarten teachers) in our city are hereby notified as follows:

First, the scope of appraisal

(1) Social personnel (including on-the-job and unemployed) with household registration in Sihui City;

(2) Household registration personnel from other provinces and cities who hold the residence permit of Sihui City and are within the validity period;

(3) Undergraduate and junior college graduates from full-time colleges and universities in Sihui City;

(4) Hong Kong, Macao and Taiwan residents who hold residence permits for Hong Kong, Macao and Taiwan residents or travel permits for Hong Kong and Macao residents to and from the mainland or who are valid for five years in mainland travel permit for taiwan residents;

(5) Active servicemen and armed police stationed in Sihui troops.

The above-mentioned personnel who meet the admission requirements before May 3, 2065438 (the admission time is subject to the admission time on the diploma) and are full-time normal students in preschool normal schools, full-time normal students in colleges and universities and full-time masters (doctors) in education can be directly recognized as teachers corresponding to their majors and study periods. Other personnel applying for teacher qualification must hold the certificate of primary and secondary school teacher qualification examination issued by the examination center of the Ministry of Education within the validity period, and the "teaching subjects" to be applied for should be consistent with the interview subjects.

Second, the identification conditions

Applicants can register at the place of residence, residence (holding the residence permit of Sihui City and within the validity period) and the school location (only for fresh graduates, including students from Hong Kong, Macao and Taiwan); Hong Kong, Macao and Taiwan residents can apply for the qualification of primary and secondary school teachers in their place of residence or where the teacher qualification examination is held; Servicemen and armed police stationed in Sihui troops can apply for the qualification of primary and secondary school teachers in the military station; Applicants in Zhaoqing High-tech Zone may apply to the teacher qualification accreditation institution in our city. The applicant shall meet the qualifications stipulated in the Regulations on Teachers' Qualifications, and has not reached the national statutory retirement age.

(A) ideological and moral status

Support China's leadership, love the socialist motherland, adhere to the party's basic line, have good political morality, abide by the Constitution and laws, love education, fulfill the obligations stipulated in the Teachers Law, and abide by teachers' professional ethics.

(2) Education

1. To apply for kindergarten teacher qualification, you must have graduated from kindergarten normal school or above.

2. To apply for the qualification of a primary school teacher, you must have graduated from a secondary normal school or above.

3. To apply for junior high school teacher qualification, you must have a higher normal college or other college degree or above.

4. To apply for the qualification of a senior middle school teacher, you must have a bachelor's degree or above from a normal university or other university.

5. To apply for the qualifications of teachers in secondary vocational schools (including the qualifications of teachers in secondary vocational schools, technical schools, vocational high schools for cultural courses and professional courses), you must have a bachelor's degree or above in normal universities or other universities.

6. To apply for the qualification of internship instructor in secondary vocational schools (including the qualification of internship instructor in secondary vocational schools, technical schools and vocational high schools), you must have a secondary vocational school graduation or above, and at the same time, you should have a junior and above professional technical position or a technical grade certificate for intermediate and above workers.

(3) Physical condition

Have good physical and psychological qualities, no infectious diseases, no history of mental illness, and can meet the needs of education and teaching. According to the Physical Examination Standard for Applicants with Teacher Qualification in Guangdong Province (revised on 20 13) (Yuehan [2065 438+03] 1No.), the applicant is requested to bring his physical examination form to the designated Sihui New Chinese Medicine Hospital (beside the Pearl of the Yangtze River) at or above the county level to pass the physical examination.

Putonghua level

The level of Putonghua should reach the second level or above in the Standard of Putonghua Proficiency Test issued by the State Language Committee. The Putonghua certificate obtained by the applicant in the non-registered residence, residence permit, graduation school and work unit shall be signed and confirmed on the letter of commitment provided by the accreditation body. Those who resort to deceit and cheat teachers' qualifications shall be investigated for legal responsibility according to law.

Third, the time and conditions of identification.

According to the unified deployment of the whole province, the time for the qualification of teachers in the first half of 2020 in our city is from June 22nd to July 3rd1. The specific schedule is as follows:

(1) Online declaration (June 22nd to July 6th)

Applicants should log in to the "China Teacher Qualification Network" () within the specified time and register their personal accounts (please click the "Teacher Qualification Applicant Online Portal" to register). The ID number is a personal account. Once registered, it cannot be modified. Please fill in the relevant information of teacher qualification carefully.

(2) On-site confirmation

1. On-site audit location: examination and approval room of Sihui Administrative Service Center (2)

2. On-site audit time: from June 28th to July, 2020, working days on 10, from 8: 30am to12: 00pm, from14: 30pm to17: 30pm.

Four. On-site review and submission of materials

After the online application is completed, the applicant must bring the following materials for on-site confirmation within the specified time:

(1) Identity certificate

1. The application for household registration in Sihui City provides the original ID card, and the original proof of my household registration book or collective account;

2. The original ID card provided by applying for the residence permit in Sihui City and the original residence permit within the validity period;

3. If the full-time fresh graduates of Sihui City apply for recognition, provide the original ID card and the original student ID card with complete registration information;

4. Hong Kong, Macao and Taiwan personnel provide the original residence permit for Hong Kong, Macao and Taiwan residents or mainland pass for Hong Kong and Macao residents or mainland pass for Taiwan Province residents valid for 5 years;

5. Servicemen and armed police stationed in Sihui troops must provide the original ID card, officer's card or soldier's card.

(2) Education certificate

1. If the academic information has been verified by the Teacher Qualification Management Information System, the original academic certificate is not required.

2 "teacher qualification management information system" can not verify the academic information, it should provide the original academic certificate and academic certification materials.

3. Holders of overseas academic qualifications shall submit the original certificate of overseas academic qualifications issued by the Study Abroad Service Center of the Ministry of Education.

(3) Putonghua certificate

If the information of Putonghua proficiency test has been verified by "Teacher Qualification Management Information System", it is not necessary to submit the original Putonghua certificate; If it fails to pass the verification, the original and photocopy of the Putonghua certificate shall be provided. Applicants who have obtained Putonghua certificates in non-registered residence, residence permit, graduation school and workplace must sign a letter of commitment provided by the accreditation body for confirmation.

(4) Transcripts of normal students

Normal students are required to provide the original and photocopy of the results of pedagogy, psychology and teaching practice courses (if the transcripts do not show academic achievements or candidates cannot distinguish, they should provide the certification materials issued by the school).

(5) submit the medical examination results. Print the Physical Examination Standard for Applicants for Teacher Qualification in Guangdong Province (Revised 20 13) (Yuehan [20 13]No. 1). Please go to the designated Sihui New Chinese Medicine Hospital (next to the Pearl of the Yangtze River) for physical examination before on-site confirmation.

(6) No proof of criminal record.

1. Mainland applicants do not need to submit personal proof of no criminal record. The applicant's proof of no criminal record shall be verified by the teacher qualification accreditation institution to the public security organ.

2. Hong Kong, Macao and Taiwan residents applying for the qualification of primary and secondary school teachers need to provide proof of no criminal record. The certificate of no criminal record shall be issued by the applicant to the relevant departments of Hong Kong Special Administrative Region, Macao Special Administrative Region and Taiwan Province Province. The Letter of No Criminal Record (Annex 1 2) required by the applicants of Hong Kong Special Administrative Region and Macao Special Administrative Region shall be filled in by the applicants and submitted to the on-site confirmation point. All accredited institutions stamped on the same day, scanned and sent to the mailbox of the Personnel Section of the Municipal Education Bureau (zq2829904@ 163.com), and the Municipal Bureau will send a letter to the Provincial Teachers' Continuing Education Guidance Center for confirmation.

(7) Recent 1 inch bareheaded half-length photo with color white background 1 piece (the background is the same as the photo on the registration form and physical examination form).

(eight) to apply for the qualification of internship instructor in secondary vocational schools, in addition to providing the above information, it is also necessary to provide the original professional and technical post certificate or worker technical grade certificate.

Tips: Download the application form for teacher qualification certificate in Sihui City, and clip the materials in the order listed in the form.

Five, to receive a teacher qualification certificate

After receiving the mobile phone information sent by Sihui City Administrative Service Center to receive the teacher qualification certificate, the applicant will take his ID card to the acceptance point to receive the teacher qualification certificate and the teacher qualification application form (the teacher qualification application form will be submitted by the applicant to the management department where my personnel file is located and included in my personnel file at his own risk).

Six, other matters needing attention

(a) the applicant shall personally make online registration and on-site audit confirmation, and be responsible for the accuracy and authenticity of the personal information and on-site audit materials provided. It is forbidden for schools or any institutions to register on their behalf, and the applicant shall bear the responsibility if it violates the regulations and affects its application for teacher qualification.

(2) The "Teacher Qualification Management Information System" automatically verifies the applicant's identity, education background, Putonghua, primary and secondary school teacher qualification examination results and other information, and the applicant can only pass the verification of the above information by filling in real personal information.

(3) The photos uploaded by the applicants during online registration should be my recent bareheaded front 1 inch color white background photos, which should be consistent with the photos submitted during physical examination and on-site audit. If the photo is unqualified, it will affect my application for teacher qualification certificate, and the responsibility will be borne by the applicant himself.
