When the land use right expires, the land user may apply for renewal. If it is necessary to renew the contract, it shall re-sign the contract in accordance with the provisions, pay the transfer fee for the land use right, and register.
The land use right is terminated due to the expiration of the service life stipulated in the land use right transfer contract, early recovery and land loss.
When the land use right expires, the land use right and the ownership of buildings and other attachments on the ground shall be obtained by the state free of charge. Land users shall, in accordance with the provisions, return the land use certificate and go through the cancellation of registration.
The state does not recover the land use right legally obtained by land users in advance. Under special circumstances, according to the needs of social public interests, the state can recover it in advance in accordance with legal procedures, and give corresponding compensation according to the service life of land users and the actual situation of land development and utilization.
The transfer of land use right refers to the behavior that the state, as the land owner, transfers the land use right to the land user within a certain period of time, and the land user pays the land use right transfer fee to the state. A transfer contract shall be signed for the transfer of land use rights.

Twelfth land use rights transfer the maximum number of years according to the following purposes:
(a) residential land for seventy years;
(two) fifty years of industrial land;
(three) fifty years of land for education, science and technology, culture, health and sports;
(four) forty years of commercial, tourism and entertainment land;
(five) comprehensive or other land for fifty years. Seventeenth land users should be in accordance with the provisions of the contract for the assignment of land use rights and the requirements of urban planning, development, utilization and management of land.
If the land is not developed and utilized according to the time limit and conditions stipulated in the contract, it shall be corrected by the land management department of the people's government of the city or county, and may be given a warning and a fine according to the circumstances until the land use right is recovered free of charge.
