In order to better implement China's foreign policy and the policy of sending overseas students, in line with the principle of ensuring the basic needs of overseas students to study and live abroad and trying to save the national financial expenditure, according to the national plan, the expenses of overseas students dispatched by the State Education Commission (now the Ministry of Education) and allocated by the central government are as follows: clothing subsidies for overseas students at public expense (including the purchase of clothes, suitcases, daily necessities, small souvenirs and other expenses). ) (1) According to the climatic conditions of the sending country, the standard of clothing subsidy in RMB: 700 yuan, 800 yuan, 900 yuan, graduate student, 750 yuan, 850 yuan, 950 yuan, trainer, 700 yuan, 800 yuan, 900 yuan (2) The clothing subsidy is paid by the students' work units, and the graduate students and college students are paid by the State Education Commission. Embassies and consulates abroad can appropriately extend or shorten the period of enjoying state-sponsored graduate students and college students according to the differences of schools and majors in the host countries and the difficulty of obtaining foreign scholarships and funding fees.

(2) All-inclusive projects for living abroad, including meals, accommodation, transportation, pocket money, textbooks and books subsidies, and communication fees for advanced students and graduate students. Among them, the food expenses are determined according to the physical standards of the personnel of embassies and consulates abroad. In areas where international students are concentrated, individual international students may be allowed to rent spacious houses for group activities, and the state will give corresponding subsidies.

Various living standards for international students are studied by embassies and consulates, reported to the State Education Commission for approval, and paid to me monthly or quarterly. If the price index of local necessities (including rent) rises or falls by more than 10%, the embassy or consulate may propose an adjustment plan, which can only be implemented after it is approved by the State Education Commission.

The lump sum fee for overseas life is calculated according to the date of arrival and departure of foreign students from embassies and consulates abroad, and it is calculated on a daily basis if it is less than a whole month.

(3) Non-one-time items of living abroad, including tuition and miscellaneous fees, travel expenses for returning to China for vacation, medical expenses, and travel expenses for attending academic conferences and going to embassies and consulates on business. Among them, medical expenses can be reimbursed according to the situation of the host country and the scope of reimbursement stipulated by domestic public medical care, and the embassy or consulate can also organize cooperative medical care or participate in medical insurance.

If overseas students really need to buy bedding equipment and daily necessities for cooking in the study area, the expenses will be paid by the embassy or consulate in one lump sum according to the situation in the host country. International travel expenses (1) air tickets (or bus or boat tickets) and foreign exchange for international students are provided by the State Education Commission.

(2) The air tickets (or travel tickets) for overseas students to return to China on schedule after the expiration of their studies shall be provided by the embassy or consulate; Without approval, those who do not return to China on schedule or according to the route designated by the embassy or consulate will be paid by the foreign students themselves. Other expenses (1) Group activities for international students (such as National Day, New Year's Day, Spring Festival, etc.) organized with the approval of embassies and consulates can be given certain financial subsidies. This part of the expenses is budgeted at 5‰ to 10‰ of the living standard of international students abroad, and will be used by embassies and consulates in a unified way.

(2) During the period of international students' vacation according to regulations, the lump sum fee for living abroad shall be stopped. Round-trip international travel expenses are provided by embassies and consulates and the State Education Commission, and personal luggage is overweight. The domestic round-trip bus fare from the place of registration to the place of visiting relatives shall be reimbursed to the original work unit according to the provisions on the treatment of domestic employees visiting relatives. Those who do not receive wages will be reimbursed by the International Student Training Department of the State Education Commission, and living expenses will be paid at one yuan and fifty cents per person per day. Other expenses shall be borne by myself.

(3) If the overseas students return to China for vacation at their own expense, the international and domestic travel expenses and other expenses shall be borne by the overseas students themselves. Measures for handling the expenses for overseas students to obtain foreign scholarships and subsidies (1) Scholarships or subsidies for overseas students refer to those who have passed the examination directly (or entrusted) in foreign universities, scientific research institutions, academic groups and foundations; Individuals apply to foreign units for winners through proper channels; Foreign units invite winners by name; Through the exchange of scholarship places between bilateral or multilateral governments or groups and organizations, we will determine the scholarship winners through examination; Scholarships or subsidy places unilaterally donated by governments, schools, organizations or international organizations of relevant countries to our government or units shall be named after our examination. The scholarships and subsidies obtained by the above-mentioned personnel are at my disposal and used for all expenses such as study and life. Among them, if the scholarships and grants for overseas students uniformly dispatched by the State Education Commission according to the national plan are lower than the standards for similar overseas students, the embassies and consulates shall make up for them. Do not belong to the above situation in accordance with the relevant provisions.

(two) before going abroad, you have obtained foreign scholarships and subsidies in cash, and the air tickets (car and boat tickets), clothing subsidies and sporadic foreign exchange for overseas students during their travel.

Overseas students who have obtained foreign scholarships and subsidies after going abroad generally do not return the air tickets (or bus and boat tickets) and clothing subsidies originally provided by the State Education Commission. If the other party can reimburse the travel expenses abroad after arriving in the host country, the money should be returned to the embassy or consulate. Travel expenses for returning home should be paid by the embassy or consulate.

(3) Overseas students who have obtained foreign scholarships or funding fees because of their outstanding achievements in study and scientific research during the state-funded period after going abroad shall be at their disposal, and state funding shall be suspended at the same time. However, if the scholarship or subsidy fee obtained is lower than the fee standard issued by the original country, appropriate rewards will be given in addition to the supplement by the embassy or consulate; If it is equivalent to or slightly higher than the charging standard issued by the original country, it will also be given appropriate rewards. The above rewards are less than 25% of my scholarship or subsidy, and the specific standards and rewards are determined by the embassy or consulate according to the actual situation. After the expiration of the national public fee, the reward will be suspended.

After going abroad, the embassy or consulate may grant 10% tuition fee remission to overseas students who have obtained tuition fee remission from the other side through personal efforts.

(four) the work-study income of college students and graduate students selected by the state, such as the income from work-study during holidays and the income from writing fees; One-time economic income from the other party, such as bonus, international conference fee, temporary lecture remuneration, health care allowance, field work allowance, professional internship remuneration, etc., is at my disposal.

(5) Overseas students who enjoy state aid or foreign scholarships and subsidies should not only carry forward the fine tradition of building the country through thrift, but also safeguard the dignity of overseas Chinese. In the use of funds, I should ensure my health, the normal needs of studying, researching and living abroad, and the needs of academic exchanges with foreign countries. Advocate and encourage them to use the surplus foreign exchange to buy scientific research and teaching equipment, supplies, books and materials, so as to continue to engage in scientific research and teaching after returning home. For those with master's degree or above who have worked abroad for more than five years after graduation from universities (including junior college) and those with doctoral degree or above who have worked abroad for more than two years after graduation (including those who have been approved to change from advanced students to graduate students abroad), the domestic salary will be paid by the original unit within the approved period of studying abroad, and will not be returned after returning home. These Provisions also apply to overseas students sent by various departments, provinces, autonomous regions and municipalities directly under the Central Government in the State Council to study abroad. The expenses of internship training and other personnel sent by various departments are still implemented in accordance with relevant regulations, and these regulations are not applicable. The expenditure measures for all kinds of overseas students sent through other channels may be formulated by the provinces, autonomous regions, municipalities directly under the Central Government and the competent departments with reference to these Provisions. The expenses for studying abroad at one's own expense shall be implemented according to the Interim Provisions of the State Council on Studying Abroad at One's own expense.
