In order to thoroughly implement the spirit of the national education conference, the ideological and political work conference in colleges and universities, and the symposium for teachers of ideological and political theory courses in schools, deepen the education and teaching reform of ideological and political theory courses (hereinafter referred to as ideological and political courses), and comprehensively improve the quality of education and teaching, after research, it is decided to organize and declare the teaching reform project of ideological and political courses in schools in Shandong Province in 2022. The relevant matters are hereby notified as follows.

I. Construction objectives

By organizing and implementing the provincial-level teaching reform project of ideological and political courses in schools, we will guide all kinds of schools and teachers of ideological and political courses in the province to adhere to the fundamental task of educating people, strive to improve the ideological, theoretical, affinity and pertinence of ideological and political courses, deeply study the laws of education and teaching, innovate teaching methods and means, promote the practice of teaching reform, form a large number of excellent teaching achievements, comprehensively improve the quality of education and teaching, and strive to cultivate builders and successors of social integrity with all-round development in morality, intelligence, physique and beauty.

Second, the project type and quantity

There are about 100 planned projects in the province, including about 15 key projects, 50-60 general projects and 20-30 special projects.

(1) key projects. The subject focuses on the key, difficult or hot issues in ideological and political education and teaching, which has a good research and practical basis, a strong overall and forward-looking significance, and the expected results have universal popularization and application value. See the attachment 1 for the topic selection guide.

(2) General projects. Focusing on the key, difficult or hot issues in ideological and political education and teaching, the topic has a certain research and practical basis, adapts to the needs of education and student development, and has innovations in educational concepts, teaching contents and teaching methods. The expected results can be replicated and popularized in a certain range.

(3) Special projects. In order to implement the work plan of the Ministry of Education and other ten departments to comprehensively promote the construction of "Ideological and Political Classroom" and create a "Ideological and Political Classroom" with Shandong characteristics, the special teaching reform project of "Big Classroom in the Same City" was established, which was mainly approved as an excellent project in the series of activities of "Big Classroom in the Same City" organized by the Provincial Ideological and Political Course Teaching Steering Committee in 2022.

Three. Scope and conditions of application

Key projects and general projects: colleges and universities declared by Marxist Institute (Department of Ideological and Political Science, etc.). ); Municipalities organize education administrative departments, schools and teaching and research institutions at all levels in cities and counties to declare.

Special subject: individual declaration, the applicant must be a full-time ideological and political teacher in colleges and universities.

In colleges and universities applying for key projects and general projects, the host should be a full-time teacher of ideological and political courses, who is not over 50 years old in principle, loves the ideological and political course education and teaching, adheres to the fundamental task of moral education, has fully undertaken the ideological and political course teaching task of 1 or above for more than 3 years, has profound teaching practice accumulation, outstanding teaching research and reform achievements, and has no teaching accidents and teachers' morality problems. The teaching reform project encourages inter-school cooperation and allows suitable candidates outside the school to participate, but there shall be no more than two cooperative universities with no more than six main members; Individuals can only host or participate in the 1 project; 2 units or more people to complete the project, by the host unit or host to apply.

Four. Recommended quantity

The project implements quota declaration. Colleges and universities limit each school to 1 key projects and 1 general projects. Each city is limited to 1 key project and 2 general projects, and Jinan, Qingdao and Weifang can report 3 general projects; Among them, the general items declared by primary and secondary schools shall not be less than 1. Since 20 18, the provincial and above educational reform projects (including basic education reform, vocational education reform and undergraduate education reform projects) and provincial ideological and political education reform projects approved in 2020 are no longer recommended.

(a) after the establishment of key projects, our bureau will give some financial support. After the general project is approved, the school where the project is located will give corresponding financial support.

(two) the practice cycle of project research is generally 2 years, which can be extended appropriately after special circumstances are approved by our office, but in principle it is not more than 3 years.

(three) the project host and members shall not be changed without authorization during the research and practice. If it is really necessary to change due to special reasons, the applicant shall submit a formal written application to our office and go through the formalities for change after approval. Without application and approval, the project will not be recognized when it is completed.

The provincial education reform project is implemented in the form of project management. My office is responsible for the construction, conclusion and achievement appraisal of provincial education reform projects. Municipal Education (Sports) Bureau and colleges and universities are responsible for project process management, ensuring capital investment, strengthening daily supervision, strengthening supervision and guidance, and promoting project learning in practice and practice in research.

(five) the provincial education reform project to implement the host responsibility system, the project host is responsible for the project research and demonstration, scheme design, implementation, practical application and the use of funds.

(6) Qualification examination runs through the whole process of declaration and evaluation. The applicant shall truthfully fill in the application materials and ensure that there is no intellectual property dispute. Where there is fraud, plagiarism and other acts, once verified, it shall not be declared within 5 years, and the project shall be cancelled.
