The publicity and education of the rule of law implements the responsibility system of "who enforces the law and popularizes it", "who manages it" and "who serves it".

The people's governments at or above the county level shall be responsible for the publicity and education of the rule of law within their respective administrative areas, and shall incorporate the publicity and education of the rule of law into the national economic and social development plan, establish and improve the publicity and education mechanism of the rule of law, and strengthen the organization and leadership of the publicity and education of the rule of law.
