The state guarantees compulsory education.
According to the Compulsory Education Law of People's Republic of China (PRC), compulsory education is a public welfare undertaking that the state must guarantee. The State Council and local people's governments at or above the county level should rationally allocate educational resources and promote the balanced development of compulsory education.
The people's government at the county level is the main body of management
In order to better implement compulsory education, the state implements the system of "the State Council as the leader, the people's governments of provinces, autonomous regions and municipalities directly under the Central Government make overall planning and implementation, and the people's governments at the county level give priority to management". The education administrative department of the people's government at or above the county level shall be specifically responsible for the implementation of compulsory education, and other relevant departments shall also participate within their respective functions and duties.
The role of educational supervision institutions
In order to ensure the quality and fairness of compulsory education, the educational supervision institutions of the people's government have played an important role. They supervise the implementation of laws and regulations, the quality of education and teaching, and the balanced development of compulsory education, and regularly publish supervision reports to the society.
