In order to build a good educational ecology, deepen the governance of off-campus training institutions, reduce the burden on students' families, and earnestly safeguard the legitimate rights and interests of the masses, according to the requirements of the Notice on Strengthening the Supervision of Off-campus Training Fees for Compulsory Education Subjects, the Notice on Strengthening the Supervision of Off-campus Training Fees for Compulsory Education Subjects and other related documents, and in combination with the actual situation of our city, we hereby notify the non-profit off-campus training institutions registered in our city of the charging standards for off-campus training fees for subjects according to law as follows:

I. Scope of application

The provisions of this notice apply to the offline discipline training fees of non-profit off-campus training institutions registered in our city according to law. The specific identification standards of discipline training institutions shall be implemented in accordance with the Notice of the General Office of the Ministry of Education on Further Defining the Scope of Discipline and Non-discipline Training in Compulsory Education.

Second, the charging standard

The benchmark charging standard for offline discipline training of non-profit off-campus training institutions registered in our city according to law is: compulsory education stage/40 yuan with less than 0/0 people/class hour/person-time; 10-35 people 3 1 yuan/class hour/person-time; 20 yuan with more than 35 people/class hour/person-time, the fluctuation range is not more than 10%, and the fluctuation is not limited. The specific charging standards are determined by the training institutions independently within the above-mentioned standards. The standard course duration is 45 minutes. If the actual duration is different, it will be converted in proportion. The offline discipline training fees of non-profit off-campus training institutions registered by ordinary high school students according to law shall be implemented with reference to the above charging standards.

Three. Related requirements

Training institutions shall use the "Off-campus Training Service Contract for Primary and Secondary School Students" uniformly formulated by the Ministry of Education and the General Administration of Market Supervision, strictly fulfill their contractual obligations, clarify the charging standards and refund methods, strictly fulfill their contractual obligations, and shall not charge any other fees such as textbook fees and material fees in addition to training fees, and shall not exceed or disguise the maximum charging standards for offline training stipulated in this notice for any reason or in any way.

The discipline training fees charged by training institutions shall be paid into the special bank account as required. Do not charge fees at one time or in the form of recharge or card distribution. , its span exceeds the specified time. If the fee is charged according to the training cycle, it shall not exceed 3 months, and the charging time shall not be earlier than 1 month before the start of the new class; Fees charged by class hours shall not exceed 60 class hours, and the renewal fee shall not be earlier than the remaining 20 class hours. If charging by cycle and charging by class hours are carried out at the same time, only a shorter charging cycle can be selected, and it shall not be disguised for more than 3 months.

Training institutions should disclose charging information as required. Through websites, schools, online applications, enrollment brochures, public media, etc., information such as off-campus training content, training duration, charging standards, teacher qualifications, etc. will be disclosed in advance, and the supervision of relevant departments and society will be consciously accepted.
