Measures for the supervision and administration of postal delivery safety
Article 1 In order to strengthen the safety management of postal delivery, safeguard the postal communication and information security, safeguard the personal and property safety of employees and users, and promote the sustained and healthy development of the postal industry, these Measures are formulated in accordance with the Postal Law of People's Republic of China (PRC), the Provisional Regulations on Express Delivery and other laws and administrative regulations. Article 2 These Measures shall apply to the operation and acceptance of postal services and express delivery services within the territory of People's Republic of China (PRC), as well as the supervision and management of postal delivery safety. Article 3 The postal administrations of the State Council and provinces, autonomous regions and municipalities directly under the Central Government, and the postal administrations below the provincial level established in accordance with the provisions of the State Council (hereinafter referred to as postal administrations) shall be responsible for the supervision and administration of postal delivery safety. Article 4 The postal administration department shall cooperate with relevant departments, improve the safety guarantee mechanism and strengthen the supervision and management of delivery safety. Article 5 Postal enterprises and express delivery enterprises shall abide by the relevant state regulations on safety management and shall not endanger national security, social public interests or the legitimate rights and interests of others. Article 6 Where a unified trademark, font size or express waybill is used to carry out express delivery business, the enterprise to which the trademark, font size or express waybill belongs shall implement unified safety management for the enterprise that uses the trademark, font size or express waybill, and supervise the enterprise that uses the trademark, font size or express waybill to implement the postal industry safety management system. Article 7 Users shall abide by the provisions of the state prohibiting or restricting the delivery of articles when posting mail or express mail, and shall not use mail or express mail to endanger national security, social public interests or the legitimate rights and interests of others. Article 8 No unit or individual may open, conceal, destroy, resell or illegally inspect or detain other people's mail and express mail, or damage postal facilities and express delivery facilities or affect their normal use. Article 9 The acceptance and delivery of mail and express mail shall comply with the real-name acceptance and delivery management system. Article 10 Postal enterprises and express delivery enterprises shall check whether the articles delivered by users belong to articles whose delivery is prohibited or restricted according to law, and check whether the name, nature and quantity of the articles are consistent with the information displayed or involved in the detailed list of delivery; For acceptance and mailing, inspection marks shall be made in accordance with the provisions of the postal administration department of the State Council.

In accordance with the provisions of the state, users are required to provide relevant written documents, and postal enterprises and express delivery enterprises shall require users to provide the original documents, which can only be accepted and sent after verification. Eleventh postal enterprises, express delivery enterprises in the process of receiving and sending prohibited items, should refuse to receive and send; If it is found that there are suspected prohibited items in the mail or express mail, the sorting, transportation and delivery shall be stopped immediately. The items in the mail or express mail that should be confiscated or destroyed according to law or may be involved in illegal crimes shall be reported to the relevant departments immediately and cooperate with the investigation and handling; Postal enterprises and express delivery enterprises shall notify the sender or recipient of other prohibited articles, restricted articles or articles other than prohibited articles investigated together, and properly handle them according to law. Twelfth postal enterprises and express delivery enterprises shall, in accordance with the provisions of the postal administration department of the State Council, carry out safety inspection on the mail and express mail, and make safety inspection marks on the mail and express mail that have passed the safety inspection. Entrusting a third-party enterprise to carry out safety inspection on mail and express mail does not exempt postal enterprises and express delivery enterprises from their responsibilities for the safety of mail and express mail.

Postal enterprises, express delivery enterprises or entrusted third-party enterprises should use safety inspection equipment that meets the mandatory national standards, and strengthen the background review and technical training of safety inspectors to ensure that they have the necessary knowledge and skills of safety inspection. Article 13 Where a postal enterprise entrusts other units to handle postal services, or the express delivery enterprise and its branches cooperate with other units and individuals to open terminal outlets, it shall educate and train the personnel who receive and send mail and express mail on postal safety operation rules and safety operation skills. Fourteenth postal enterprises and express delivery enterprises shall provide employees with labor protection articles that meet the relevant national standards or industry standards according to law, and participate in work-related injury insurance for employees. Fifteenth postal enterprises and express delivery enterprises that provide long-term batch delivery services to senders shall sign a security agreement with the senders, and clarify their respective security obligations with the senders who signed the security agreement (hereinafter referred to as the agreement users).

Postal enterprises and express delivery enterprises shall not provide delivery services as agreed users if they find that the products produced and sold by users are prohibited items. Sixteenth postal enterprises, express delivery enterprises and users shall, in accordance with the provisions of laws and administrative regulations, prevent excessive packaging of mail and express mail and reduce packaging waste.

Encourage postal enterprises and express delivery enterprises to take measures to recycle the packaging materials of mail and express mail, and realize the reduction and reuse of packaging materials. Seventeenth postal enterprises and express delivery enterprises should use environmentally friendly materials to package mail and express mail. Article 18 The total amount of lead, mercury, cadmium and chromium in the plastic packaging bags and ordinary tapes of mail and express mail, and the residual amount of benzene solvents in the plastic packaging bags of mail and express mail shall conform to the provisions of the state. Article 19 Where an agreement user provides mail, express packaging articles and adhesive tapes, the postal enterprise and express delivery enterprise shall inform them in writing that the packaging articles and adhesive tapes provided shall conform to the provisions of the state.
