Chapter I General Provisions Article 1 Hiring experts and foreign teachers in institutions of higher learning is an integral part of China's opening-up policy and an important way to learn advanced foreign science and technology and progressive culture. This is a long-term work, and we must do it well. Article 2 Hiring experts and foreign teachers should serve to strengthen the teaching staff and discipline construction, which is conducive to improving the scientific research level of the school and cultivating talents for socialist modernization. Article 3 When hiring experts and foreign teachers, the principles of focusing on me, hiring according to needs, selecting the best, ensuring quality, acting according to one's abilities and stressing practical results shall be implemented. Planning should be strengthened at work to prevent blind employment. Domestic teachers can undertake teaching and scientific research tasks, and generally do not hire experts and foreign teachers. Article 4 Colleges and universities should give full play to the role of experts and foreign teachers according to their professional expertise and considering that their political backgrounds and attitudes are very different from mine. They should also take the initiative to do more work to help them have a correct understanding of China and enhance their understanding and friendship. Chapter II Employment of Experts in Different Professions and Foreign Teachers Article 5 The employment principles of experts in different professions and foreign teachers are different. Article 6 Experts in science, engineering, agriculture and medicine and foreign teachers come to China for short-term lectures and scientific research cooperation. The employment ratio of such experts should be gradually expanded. Article 8 Experts and foreign teachers in foreign literature, international news, international culture, international trade, international law, international politics, economy and international relations shall mainly teach some courses or hold lectures and seminars for middle school students, teenagers and graduate students. Colleges and universities should arrange teachers to make scientific analysis of the contents taught by experts and foreign teachers under the guidance of Marxism, and strengthen the guidance of teaching teachers. Such professional experts generally don't give lectures to undergraduates. Article 9 Experts in philosophy, sociology, law, politics, journalism, history, education and other disciplines should arrange teachers in our college to discuss relevant academic issues together under the guidance of Marxism, and generally give lectures to graduate students and undergraduates in an unsystematic manner. Tenth departments and units that have signed agreements with foreign governments, relevant organizations, non-governmental organizations and institutions of higher learning shall implement their teaching tasks in accordance with the above principles. Chapter III Requirements for Experts and Foreign Teachers in China Article 11 The personnel to be hired shall be friendly to China, willing to cooperate with me, have a high professional level and be in good health. Twelfth experts should have more than 3 to 5 years of teaching and research experience; Among them, long-term cultural and educational experts should have master's degree or above or lecturer's title and equivalent education, and short-term invited experts should have doctoral degree or associate professor's title and have certain attainments in this academic field. Thirteenth foreign teachers of lingua franca should have a bachelor's degree or above, have received special language teaching training and have certain language teaching experience. Chapter V Principles of Examination and Approval for Hiring Experts and Foreign Teachers Article 18 The hiring of experts and foreign teachers shall be examined and approved by the relevant ministries (commissions) of the State Council or the education administrative departments of provinces, autonomous regions and municipalities directly under the Central Government according to their institutional affiliation. Nineteenth schools that employ experts and foreign teachers for the first time should apply to the higher authorities according to their affiliation. The Ministry (Committee) is a public institution, and the Ministry (Committee) shall conduct on-the-spot evaluation in conjunction with the education administrative departments of provinces, autonomous regions and municipalities directly under the Central Government and the Foreign Affairs Office in accordance with the provisions of Chapter IV; The education administrative departments of local universities, provinces, autonomous regions and municipalities directly under the Central Government shall, in conjunction with the foreign affairs offices of provinces, autonomous regions and municipalities directly under the Central Government, conduct on-site assessment in accordance with the provisions of Chapter IV. After the assessment and confirmation of their employment qualifications, the universities shall report to the State Administration of Foreign Experts Affairs for approval, and the universities shall prepare plans for hiring experts and go through the employment procedures. Article 20 Colleges and universities that employ experts and foreign teachers shall report to the higher authorities at the beginning of September each year their plans for hiring experts and foreign teachers for the next academic year, explaining the purpose of hiring experts and foreign teachers from various professions, the nature of their work in China, the number of people coming to China, and the duration of their work in China. The competent department should carefully examine the academic year employment plan of colleges and universities, put forward examination opinions and report them to the State Administration of Foreign Experts Affairs. Twenty-first institutions of higher learning should carefully examine the conditions of experts and foreign teachers to be hired, and report the employment report and relevant materials to the higher authorities for examination and approval according to the affiliation of institutions of higher learning. Chapter VI Management of Experts and Foreign Teachers Article 22 The relevant departments (commissions) in the State Council and the education administrative departments of provinces, autonomous regions and municipalities directly under the Central Government shall strengthen their leadership over the work of foreign teachers in their own colleges, carefully study the characteristics of the work of experts and foreign teachers, strengthen planning, and conduct professional guidance and benefit evaluation.

The daily management of college experts and foreign teachers in Beijing is the responsibility of the State Council ministries and commissions and Beijing Higher Education Bureau respectively. The daily management of college experts and foreign teachers in other regions shall be the responsibility of the education administrative departments of the provinces, autonomous regions and municipalities directly under the Central Government where the colleges and universities are located, and closely cooperate with the local foreign affairs office; Major issues should be reported to the superior in time, and copied to the State Education Commission and the State Administration of Foreign Experts Affairs.
