Standardizing the development of private compulsory education is an important decision of the CPC Central Committee and the State Council, and an inevitable requirement for comprehensively implementing the party's educational policy and adhering to the socialist direction of running schools. In order to effectively regulate the behavior of private compulsory education schools, the relevant matters are hereby notified as follows:

1, strictly regulate enrollment behavior. The implementation of "citizens move with them", the enrollment of private compulsory education schools is organized and implemented by the education administrative departments of counties (cities, districts), and the enrollment authority is approved by the schools within their jurisdiction. If the number of applicants exceeds the enrollment plan, random computer admission will be implemented. It is strictly forbidden for private compulsory education schools to recruit students across regions in violation of regulations, and it is strictly forbidden to select students through examinations and interviews. Or based on competition certificates and academic performance.

It is strictly forbidden to link enrollment with social training institutions. Public and private compulsory education schools shall not mix enrollment. Private compulsory education schools may not enroll students in the name of public schools or branch schools of public schools, or in the name of "international department" or "international courses".

2. Strictly regulate the charging behavior. The system of publicity and public commitment of fees shall be implemented, and it is strictly forbidden to collect or disguise donations and tuition fees linked to enrollment. Students who buy degrees from private compulsory education schools at the expense of the government may not charge tuition fees to students. Students who voluntarily donate their degrees in private schools may not charge tuition fees.

To maintain the private nature of the school, the charging standard shall remain relatively stable for a certain period of time, and the tuition price shall not be raised without permission. It is necessary to strictly implement the requirements of charging tuition and accommodation fees by semester, and it is not allowed to charge fees for the whole semester across the new school year, semester or at one time.

Main responsibilities:

1. Carry out the educational principles, policies and regulations of the Party and the state, formulate local educational policies and rules and regulations, and manage all kinds of school education at all levels by legal means.

2, overall arrangement of the city's long-term planning and annual plans for all kinds of education, and organize their implementation; Rationally adjust the layout of schools, and examine and approve the establishment of public and private schools within the examination and approval authority stipulated by provinces and cities.

3, responsible for the macro guidance and comprehensive management of the city's basic education, vocational and technical education, adult education, preschool education, special education, social forces, and coordinate the education work of counties (cities) and relevant departments; On behalf of the municipal government, supervise, inspect and evaluate the working conditions and running level of lower-level governments and education administrative departments as well as schools. Manage the city's language and writing work on behalf of the municipal government.

4, responsible for the overall planning and guidance of the city's education system, school system, school management system, comprehensive reform of urban education, and gradually establish an education system and operating mechanism that is compatible with the socialist market economy.

5, responsible for the management and allocation of provincial and municipal education funds, supervision and inspection of the collection, management and use of education funds and the unified payment of teachers' salaries; Provide guidance and services for the construction of teaching equipment in primary and secondary schools in the city; Responsible for the overall planning of the city to improve school conditions and the audit of the budget and final accounts of education funds; Responsible for the statistics and analysis of the basic situation of all kinds of education in the city; Guide schools to do a good job in work-study programs.
