1. Shandong province has not been included in the pilot scope of special education teacher qualification. Hearing-impaired and visually-impaired students get help in exams. At present, there are only four provinces and cities in China as pilots, and the qualification examination for special education teachers is conducted in some provinces in China. Explore the corresponding institutional measures, but Shandong Province is not included in the pilot scope. It is necessary for the Provincial Department of Education to apply for Braille examination papers from the Ministry of Education or to help visually impaired candidates read and write in the examination. Only with the approval of the Ministry of Education can we help candidates who need to use auxiliary means in the exam, and it also involves complicated work such as exam organization, preparation for exams and invigilation. After this incident, the Shandong Provincial Department of Education will continue to actively reflect to relevant departments, amend relevant laws and regulations, and issue a policy for the qualification of disabled teachers.

2. Physical conditions such as visual impairment that do not meet the requirements of the teacher qualification examination. According to the regulations of the Ministry of Education on teacher qualification examination, taking the teacher qualification examination must meet the physical examination standards for applying for teacher qualification. If there are visual requirements in the physical examination standard of teacher qualification examination, those who are not included in the physical examination standard or have other diseases or physical defects that affect health and teaching work are regarded as qualified, the local education commission shall determine to the Municipal Health Bureau according to the job requirements, and if the visual impairment affects the follow-up teaching work, it does not meet the physical examination standard.

Paragraph 4 of Article 54 of the Law on the Protection of Disabled Persons: In all kinds of entrance examinations, vocational qualification examinations and post-holding examinations organized by the state, braille papers and electronic papers should be provided for the blind or assisted by specialized personnel. Since there are clear provisions in national laws, the Ministry of Education should speed up the pilot work of disabled people taking the teacher qualification examination and applying for teacher qualification recognition, and formally implement it throughout the country, so as to avoid shirking responsibility on the pretext of not having experience in making Braille test papers and electronic test papers or not having specialized personnel to provide help. Relevant departments should also refine the implementation methods, specifically implement them, and have complaint channels to avoid the recurrence of inaction.
