Regulations of Jilin Province on Preschool Education
Chapter I General Provisions Article 1 These Regulations are formulated in accordance with the Education Law of the People's Republic of China, the Law of People's Republic of China (PRC) on the Promotion of Private Education and other laws and regulations, in combination with the actual situation of this province, in order to promote and guarantee the development of preschool education, standardize preschool education behavior and safeguard the legitimate rights and interests of preschool children. Article 2 These Regulations shall apply to the implementation and management of preschool education within the administrative area of this province. Article 3 Preschool education as mentioned in these Regulations refers to the care and education activities for children over three years old and under six years old.

Preschool education institutions as mentioned in these Regulations refer to institutions that carry out conservation education activities for children over three years old and under six years old. Article 4 Preschool education should adhere to the combination of conservation and education, follow the law of children's physical and mental development, pay attention to individual differences of children, take games as the basic form of activities, pay attention to the cultivation of children's good moral character and behavior habits, pay attention to the rational development of children's potential, and promote their all-round and healthy development. Article 5 The government, social organizations, families and preschool education institutions shall jointly do a good job in preschool education.

The development of preschool education should adhere to the principles of public welfare and inclusiveness, and adhere to the development principles of government-led, social participation and public-run and private-run development.

Encourage social forces to set up various forms of preschool education. Sixth people's governments at all levels are responsible for the development of preschool education.

The people's governments at or above the county level shall co-ordinate the development of preschool education and incorporate preschool education into the national economic and social development plan.

The education departments at or above the county level shall be responsible for the supervision and management of preschool education within their respective administrative areas. Seventh people's governments at or above the county level shall, in accordance with the relevant provisions of the state and the province, commend and reward units and individuals that have made outstanding contributions to preschool education. Chapter II Development and Guarantee Article 8 The people's governments at or above the county level shall incorporate the layout of preschool education institutions into urban and rural planning and reserve land for the construction of preschool education institutions that meet the prescribed requirements. The education department of the people's government at or above the county level shall formulate or adjust the special plan for the layout of preschool education institutions to meet the needs of children to enter the park nearby.

The surplus educational resources formed by the adjustment of the layout of primary and secondary schools in urban and rural areas should give priority to the development of preschool education. Ninth pre-school education institutions layout special planning should reflect the distribution of children's number, flow trend, care and education needs. In this administrative area, the preschool education institutions should be set up reasonably. In areas with relatively scattered population, pre-school education institutions can be appropriately added as needed. Tenth county and township people's governments should strengthen the construction of public preschool education institutions, township (town) center preschool education institutions and village-level independent preschool education institutions. Eleventh completed urban residential areas without supporting pre-school education institutions, the local people's governments at the county level shall support the construction of pre-school education institutions according to the planning of residential areas and the number of residents.

New construction, renovation and expansion of urban residential areas, the construction unit shall, according to urban and rural planning, build pre-school education facilities commensurate with the scale of residential areas, and plan, build and deliver them simultaneously with residential areas.

No unit or individual may change the use of pre-school education facilities without authorization.

The people's governments at the county level shall, according to the actual situation of preschool education within their respective administrative areas, formulate specific provisions to support the construction of preschool education facilities. Twelfth people's governments at or above the county level shall include the funds for preschool education in the financial budget, and ensure that the proportion of financial preschool education funds to the financial education funds at the same level is not less than 3%. Thirteenth people's governments at all levels should establish a pre-school education funding system to fund children from poor families and orphans and disabled children to receive inclusive pre-school education.

People's governments at all levels shall support the development of preschool education in ethnic minority areas and strengthen the preschool education of Chinese and the national common language in ethnic minority areas.

The special financial funds for the development of preschool education should give priority to supporting preschool education in minority areas. Fourteenth people's governments at or above the county level shall take the following measures to promote the development of private preschool education institutions:

(a) the surplus school buildings formed by the adjustment of the layout of primary and secondary schools can be provided to private preschool education institutions for the development of private preschool education;

(two) arrange a certain proportion of funds from private education development funds to support the development of private preschool education institutions;

(three) private preschool education institutions enjoy the same treatment as public preschool education institutions in classification, evaluation and guidance, evaluation of teachers' professional titles, qualification recognition, recognition and reward;

(four) inclusive private preschool education institutions to build, rebuild and expand educational facilities, the government can give preferential treatment in accordance with the relevant provisions of land and public welfare construction.

The people's governments at or above the county level can support the development of private and joint preschool education by purchasing services, substituting awards for subsidies, reducing rents, and encouraging public teachers to teach in private and joint preschool education institutions. Fifteenth pre-school education institutions to pay water, electricity, gas and other public utilities fees, in accordance with the relevant provisions of the province's primary and secondary schools to pay public utilities fees. Sixteenth to encourage domestic and foreign organizations and individuals to support the development of preschool education in the form of donations. Article 17 No unit or individual may occupy or destroy the gardens and equipment of pre-school education institutions, set up dangerous and polluting buildings and facilities around pre-school education institutions, interfere with the normal working order of pre-school education institutions, or apportion any expenses to pre-school education institutions.
