Since the conference on quality education in primary and secondary schools in the province, all localities have conscientiously implemented the spirit of the conference and standardized the relevant provisions on school-running behavior. They have been welcomed and supported by students, parents and teachers from the height of fully implementing quality education, trying to reduce students' burden and promoting their healthy growth, strictly deploying and implementing curriculum plans and actively adjusting their schedules. Mainly manifested in:
(1) Adjust the progress in time. The areas and schools visited by the inspection team can adjust the work and rest time in time according to the requirements of the Code, and strictly implement the work and rest system, laying a foundation for strictly regulating school-running behavior.
(2) Basic norms of school weekends in compulsory education stage. In the compulsory education stage of most cities, schools can strictly follow the requirements of the regulations and do not organize students to come to school on weekends, which ensures that students have more time to understand the society and participate in various social practice activities, and improves their comprehensive ability.
(3) Teachers' rest time is basically guaranteed. On weekends, teachers are no longer arranged to attend classes or tutor students for self-study, and time is returned to teachers, so that teachers' legitimate rights and interests are guaranteed.
(d) Self-study time is basically not allocated to subjects. Most schools can return the self-study time to students instead of organizing their own classes or assigning them to subject teachers, which not only liberates teachers, but also gives students more space for autonomous learning.
(5) Stimulated the enthusiasm of primary and secondary schools in the province to implement quality education. The majority of primary and secondary schools fully realize the inevitability and necessity of implementing quality education, actively participate in promoting quality education, and strive to explore ways and means to improve teachers' quality, improve students' learning efficiency and improve the quality of education and teaching. The enthusiasm of teachers and students has been mobilized and their mental outlook has taken on a new look. At the same time, quality education has aroused strong repercussions in the society, and good ideas and public opinions have gradually formed, creating favorable conditions for the next work.
Second, the main problems found in the inspection
Although our province has made gratifying progress in implementing quality education, it also exposes many problems that need to be solved urgently.
(A) Some schools have misunderstandings about the understanding and arrangement of self-study. "Standard" clearly stipulates: actively carry out students' autonomous learning, and students' self-study time is not allocated to subjects. Through on-the-spot inspection and communication with students, the inspection team found that although some students have obvious traces of unified organization when studying in class, reading in the reading room, or doing experiments in the laboratory, some schools still have illegal behaviors such as allocating self-study time to subjects, focusing on exams, and concentrating on classes by teachers, which have not really given students the right to choose independently.
(2) Some schools lack a high degree of understanding of the implementation of quality education and are passive. During the inspection, it was found that some schools printed fake curriculum and fake curriculum to deal with the inspection; Some force students to respond to inspections in a unified way on the grounds of students' willingness; Some arrange all the self-study time from Monday to Friday, and adjust all the self-study time to the weekend, engaging in "stealing the column"; Some organize students to study at night or on weekends under the guise of students' voluntary participation; What's more, a few local education administrative departments ignore the regulations of their superiors and arrange self-study in the county on weekends, engaging in "policies at the top and countermeasures at the bottom" and playing the "edge ball" of policies.
(3) There are too many classes in senior high schools, which exceed the class hours stipulated in the regulations. During the inspection, it was found that there was a general phenomenon of excessive class placement in senior high schools. In some schools, students' class hours reached 12 and 13, far exceeding the requirements stipulated in the Code. In other schools, when classes are arranged in reverse according to the lights-out time at night, the evening self-study time reaches 4 periods. Students lack free time and activity time, which seriously affects their healthy growth.
Weekend arrangements tend to be simplified. The "Code" clearly stipulates that primary and secondary school students in the province (except Saturday of the third day of this year) do not organize classes or self-study on weekends. Individual schools simplify this requirement, or regardless of the actual situation of students, require all students to go home on weekends and implement school clearance; Either on the grounds of limited school resources, or organize students to study by themselves, or organize experiments and other activities.
Third, several issues that need further clarification
(A) to further clarify the autonomy of students' weekend study and life time. As a change of learning style, autonomous learning not only brings about a change of learning concept, but also cultivates students' learning ability. It must be clear that weekends are the time and space for students to study and live independently. Primary and secondary schools at all levels should really give students the autonomy to arrange their study and life on weekends, help them to plan their study and life on weekends, teach them the methods of autonomous learning and cultivate their ability to live independently.
(2) Further clarify the weekend "weekend" issue. Weekends belong to students' self-control time, and students have the right to control themselves. When boarding schools arrange students to go home, they can make arrangements as a whole. However, it is necessary to change the past practice that many schools only allow students to go home once a month, which is not conducive to the healthy development of students, and allow students to go home and rest once every two weeks. Municipalities should make uniform rules for their high schools.
(3) It is necessary to further standardize the arrangement of students' weekend autonomous learning activities. Students' study life on weekends is arranged by themselves. Schools shall not control students by following the daily work and rest system, and shall not control students' independent time by the number of classes. It is wrong to stipulate the time and content of students' independent study on weekends, allocate self-study time to subjects, organize students to attend classes, take exams, do homework and give guidance during self-study time, and teachers explain test papers during self-study time. Schools are not allowed to organize students to carry out self-study, counseling, classes, exams, homework and other teaching activities on weekends in the name of students, parents, teachers and so on. Primary and secondary schools in the province should broaden their thinking, actively explore and creatively develop open school educational resources to meet the needs of students' independent study and life exercise on weekends.
(4) Further standardize the arrangement of teachers' duty on weekends. Instead of arranging students to go home on weekends, the school arranges a small number of teachers to be on duty. Its purpose is to maintain the order of students' study and life on campus and organize various available educational resources to serve students' study and life.
(five) to further clarify the provisions of self-study time. Boarding schools should insist that the end time of evening self-study should not be later than 22 o'clock, and at the same time pay attention to the absolute time of study. If a day student wishes to attend evening self-study, he/she must obtain the consent of his/her parents and apply to the school. Only after approval, he/she can end the evening self-study appropriately and early.
Fourth, the next step of work requirements
(1) Summing up achievements and consolidating achievements. The promulgation of the Code, especially the clear provisions on winter holidays, weekends and schedules, has been actively supported by teachers, students and parents. Judging from the two special inspections, most cities can fully understand the profound significance of implementing quality education, standardize school-running behavior in strict accordance with the unified requirements of the whole province, reduce the burden on teachers and students, and fully mobilize their enthusiasm. All localities should conscientiously sum up the achievements made since the conference on quality education, regard the comprehensive implementation of quality education as the fundamental symbol of implementing Scientific Outlook on Development on the education front, regard the comprehensive promotion of quality education as the theme of education, further study and implement the spirit of the conference, and prevent the rise and rebound of stubborn and backward ideas.
(2) Further develop the resources inside and outside the school and optimize the growth environment for students. All localities should guide schools to rationally plan school resources, give full play to the functions of special classrooms, and truly make the best use of them. We should pay attention to expanding students' activity space, co-ordinate the opening of social resources such as scientific research institutes, libraries, memorial halls, museums, nursing homes and welfare homes to students, guide students out of school and into society, and carry out extracurricular education activities with "personality development", "reading growth", "natural observation", "entering society" and "life science and technology" as the main contents.
(C) actively explore new ways to create conditions for students to learn independently. By adjusting the orientation of school education objectives, curriculum, teachers' teaching methods, students' management methods, and the relationship between school education, family education and social education, students can be promoted to change from passive learning to active learning, from indoctrination teaching to heuristic teaching, from passive restraint to active autonomy, giving students space for independent study and life, and cultivating their ability to live independently in independent management.
(four) seriously deal with the problems in the inspection. Education administrative departments at all levels should further unify their thinking, raise their awareness, and seriously organize supervision and inspection of their primary and secondary school-running behaviors. In accordance with the relevant provisions, our bureau will further intensify the investigation and punishment and increase the punishment for illegal school running. For the problems found in the inspection, find them together, investigate them together, deal with them seriously, and never tolerate them. Collective fraud in standardizing school-running behavior, such as requiring parents, students and teachers to sign the so-called volunteer letter and making two timetables and timetables to cope with the supervision and inspection of education administrative departments at all levels, should be severely punished once verified; The relevant municipal and county education administrative departments will be held accountable for the irregularities found by our unannounced visits and not found by the municipal and county education departments.
