On the night of 24th, Guangzhou Education Bureau, the official website, published the Notice of Guangzhou Education Bureau, Guangzhou Housing and Urban-Rural Development Bureau, Guangzhou Planning and Natural Resources Bureau and Guangzhou Market Supervision Administration on Printing and Distributing Opinions on Regulating Advertising of Supporting Educational Facilities in Real Estate. The notice pointed out that disciplinary measures such as restricting land transfer will be taken against illegal propaganda subjects.

According to the specific contents of the Notice, its supervision scope mainly includes: propaganda made out of nothing. There are no famous schools in the commercial housing project or the municipal and district education departments have not defined the counterpart schools of the commercial housing project, but the development enterprises mislead consumers by using vague terms such as "XX school is stationed", "XX school is next to it" and "XX school is enrolled" in advertisements.

Exaggerate propaganda. In the process of commercial housing project construction, the municipal or district education departments, development enterprises and large-scale education groups first sign a cooperation agreement, or after the development enterprises and education groups sign a framework agreement, the development enterprises exaggerate publicity or steal concepts in publicity.

Incomplete information propaganda. Real estate development enterprises make selective or misleading propaganda on enrollment policies such as degree arrangement, which leads to some consumers' children unable to enter school because they do not meet the enrollment policies.

Advertisements announcing vacant positions. The supporting educational facilities in some commercial housing residential quarters have not been built and delivered according to the land transfer contract and planning requirements, which makes it difficult to solve the problem of the children of buyers entering schools nearby. However, the development enterprise did not inform the owner in advance, or the enrollment policy of some supporting educational facilities of the project changed, but the project publicity was not adjusted accordingly, or the sales site information publicity was not in place, and the planning and construction of supporting educational facilities and the location of the plot were not fully and in detail publicized.

Supervision nodes and measures include the supervision of planning stage, construction process, sales contract and sales process.
