Differences between the 13th Five-Year Plan of National Education Science and the National Social Science Fund
In order to avoid over-declaration, cross-application and repeated project establishment, and ensure that the applicant has enough time and energy to engage in research, the project application is limited as follows:

(1) The project leader can only declare 1 national education science planning projects in that year, and cannot participate in the declaration of national education science planning projects as a member of the research group; Members of the research group participated in at most two national educational science planning projects in the same year. Members of the research group who are studying national projects can participate in at most 1 national education science planning project application.

(2) Persons in charge of national social science fund projects, national natural science fund projects, national education science planning projects, humanities and social science projects of the Ministry of Education and other national scientific research projects under research cannot apply for new national education science planning projects (those whose deadline is marked before April 25th, 20 16 can apply and need to issue certificates).

(3) The person in charge of applying for national scientific research projects such as the National Natural Science Foundation Project, the National Social Science Foundation Project and the Humanities and Social Sciences Project of the Ministry of Education cannot apply for national educational science planning projects in the same year, and the members of the research group cannot apply for national educational science planning projects as the person in charge of the same or similar projects.

(4) The requirements of bidders for major national projects are the same as those of bidders for major national social science funds.

(5) Where there is a great connection between the content of the application subject and various projects at all levels or completed projects under study, the connection and difference between the application project and the undertaking project shall be indicated in the application form, otherwise it shall be regarded as a duplicate application; It is not allowed to apply for multiple fund projects with the same results with basically the same or similar contents.

(6) To declare the national education science planning project based on the doctoral dissertation or postdoctoral outbound report, the connection and difference between the application project and the dissertation (outbound report) should be indicated in the application form, and the original dissertation (outbound report) should be submitted when applying for appraisal.

(7) No national educational science planning project with published research results with basically the same content may be applied.

(8) In the name of the national educational science planning project, the words funded by multiple fund projects shall not be marked at the same time.
