Why encourage and guide social forces to set up education?
Education is the cornerstone of national rejuvenation and social progress, and the fundamental way to improve national quality and promote people's all-round development. The whole people have the responsibility to revitalize education. In the process of promoting the development of education in an all-round way, the government bears the main responsibility. Among them, actively encouraging and guiding social forces to set up education is also an important duty that the government should perform well. Over the past 30 years of reform and opening up, the party and the state have attached great importance to the development of education, actively advocated and encouraged social forces to set up education, and vigorously supported the development of private education. In particular, the promulgation of People's Republic of China (PRC) Private Education Promotion Law in 2002 greatly developed private education, became an important part of education, and played an important role in promoting the development of education. According to the statistics of the National Bureau of Statistics, by 2009, there were all kinds of private schools and training institutions 125868. Among the sources of national education funds in 2008, the national financial education funds accounted for 72%, and the rest were invested by social organizations and individuals in the form of social donations and private school organizers. During the Twelfth Five-Year Plan period, we should continue to encourage and support social forces to set up education. By deepening the reform of the school-running system, we will further improve the school-running system with government-led, social participation, various forms of running schools and full of vitality, and form a pattern in which public education is the main body, the whole society actively participates, and public education and private education develop together. First, actively encourage industries, enterprises and other social forces to participate in running public schools, expand high-quality resources, enhance the vitality of running schools and improve the efficiency of running schools. All localities can proceed from reality, carry out pilot projects such as joint running of public schools and entrusted management, and explore various forms to improve the level of running schools. Improve the way of providing public services for non-compulsory education, improve preferential policies, encourage fair competition, and guide social funds to enter the education field in various forms.
