Whose obligation is compulsory education?
Compulsory education is the obligation of all citizens: compulsory education has two meanings: on the one hand, it means that parents have the obligation to send school-age children to receive education, and if parents do not implement it, they will be punished; On the other hand, the government has the obligation to provide education funds for school-age children. 1986 article 5 of the compulsory education law stipulates that all children over the age of 6, regardless of gender or nationality, should go to school and receive compulsory education for a specified number of years. Areas that do not have the conditions can be postponed to 7 years old. Article 10 also stipulates that the state shall waive tuition fees for students receiving compulsory education. In rural areas of China, although the government has put forward the goal of compulsory education, it has not yet implemented all free education. The emergence and opposition of individual-centered theory and social-centered theory have their realistic social roots. Individual-based theory and social-based theory are different "prescriptions" prescribed by different educators to solve the contradiction between human development and social development. The argument between them is actually a debate about which of the two "prescriptions" is better, which is more reasonable and which is more effective. The peak of individualism was in the18th century and the first half of19th century, when capitalism was in a period of free competition, and the contradiction between capitalism and feudalism was very sharp. As an enlightenment thinker, Rousseau's criticism of education pointed to feudal society and feudal education. Facing the contradiction between the ideal individual and the real society, he can only use abstract individuals to oppose the specific society in which he lives, and can only praise personal values to oppose social values; We can only oppose a society that suppresses human nature by obeying it. Its essence is to make way for the society it yearns for from the perspective of education. Many of Rousseau's thoughts are educational thoughts on the surface, but they are social thoughts in essence. His personal opposition to society was only a means for him to criticize the society at that time. At that time, the contradiction between individuals and society was very sharp and antagonistic. From the perspective of anti-feudalism, it is inevitable and reasonable for progressive thinkers to affirm personal values and belittle social values. Social standard theory prevailed in the second half of the19th century, and the social state was quite different from Rousseau's era. At that time, the capitalist system had been established and the capitalist society was increasingly prosperous, but its contradictions were increasingly exposed. The theory of social standard affirms social needs and social values, and advocates that people who are educated should cooperate with and serve the society. Its essence is to seek the stability and consolidation of capitalist social order from the perspective of education. At that time, although there were contradictions between society and individuals, they were not opposed to those who maintained the existing social system. Bourgeois thinkers affirm social values and oppose individualism.
