About the issuing institutions of CET-4 and CET-6 certificates:

From 65438 to 0984, the Ministry of Education organized an English education seminar at Youshi University in China. At that time, the school was holding an English proficiency test, which attracted the attention of the participants. Since then, the Ministry of Education has begun to promote English proficiency tests in colleges and universities across the country. The first CET-4 was held in 1986, and relevant certificates were issued to the candidates who passed the exam.

In order to adapt to the new situation of China's higher education development, deepen the teaching reform, improve the teaching quality, and meet the needs of the country for talent training in the new period, in early 2004, the Ministry of Education of People's Republic of China (PRC) organized and began to try out the "College English Curriculum Teaching Requirements (Trial)" in some universities across the country. Subsequently, the Ministry of Education of People's Republic of China (PRC) issued CET-4 and CET-6 certificates.

Under the leadership of the Ministry of Education, the reform group and examination committee of CET-4 and CET-6, after repeated discussions and argumentation, have extensively listened to the opinions of front-line college English teachers and students, and formulated the National College English Test-4 and CET-6 Reform Plan (for Trial Implementation).
