How did the British central government establish and strengthen its educational management power?
1944 promulgated the Butler Act, which further strengthened the central government's educational management power. Under the Butler Act, the Ministry of Education was established to replace the Board of Education. The responsibility of the Ministry of Education is to "promote the education of the people in England and Wales, promote the continuous development of institutions dedicated to this purpose, ensure that local authorities effectively implement national policies under his control and guidance, and provide various comprehensive education services in each region". At the same time, the bill provides for the establishment of two central education advisory committees in England and Wales, whose duty is to make suggestions to the Minister of Education on educational theory and practice as they think fit.
