Examination proposition plays an important guiding role in school education and teaching, is a key link to improve the implementation mechanism of moral education and reverse the orientation of unscientific education evaluation, and is of great significance to comprehensively implement the party's educational policy and develop quality education. At present, there are still some problems that need to be solved urgently, such as insufficient examination quality, imperfect management and imperfect guarantee mechanism. In order to thoroughly implement the spirit of the National Education Conference, implement the relevant requirements of "Opinions of the Central Committee of the Communist Party of China and the State Council on Deepening Education and Teaching Reform and Comprehensively Improving the Quality of Compulsory Education", deepen the reform of basic education evaluation, and promote the improvement of education level, we now put forward the following opinions on strengthening the proposition work of junior middle school academic level examination.
First, adhere to the correct orientation.
1. Implement the fundamental task of Lide Shu Ren. The examination proposition work should adhere to the correct political direction, firmly establish "four consciousnesses", strengthen "four self-confidences" and resolutely achieve "two maintenance". Pay attention to strengthen the examination of students' ideals and beliefs, patriotism, moral cultivation, knowledge, fighting spirit and comprehensive quality, actively cultivate and practice socialist core values, carry forward China's excellent traditional culture, revolutionary culture and advanced socialist culture, guide students to establish correct national, ethnic, historical, cultural and religious views, and promote students' all-round development in morality, intelligence, physique, beauty and labor.
2. Scientific proposition according to curriculum standards. All localities should include all subjects except comprehensive practical activities set in the compulsory education curriculum plan into the scope of junior high school level examination, so as to promote students to learn each course well and complete the compulsory education stipulated by the state. The specific examination method is determined by the provincial education administrative department according to the characteristics of the subject. Cancel the syllabus of junior high school academic level examination, strictly follow the standard proposition of compulsory education curriculum, and do not exceed the standard proposition.
3. Give play to the guiding role of education and teaching. The examination proposition should pay attention to guiding schools to implement the education system of all-round cultivation of morality, intelligence, physique, beauty and labor, guiding teachers to actively explore the education and teaching mode based on situation, problem-oriented, deep thinking and high participation, guiding students to study independently, cooperatively and exploratively, and giving full play to the important guiding role of examination in promoting education and teaching reform, improving students' comprehensive quality and promoting students' all-round and healthy growth.
Second, improve the quality of proposition.
4. Improve the scientific level of test questions. Junior high school academic level examination mainly measures the degree to which students meet the learning requirements stipulated by the state, taking into account the needs of students' graduation and further studies. Provincial education administrative departments should put forward standard requirements for the length, capacity and difficulty of examinations in various subjects in light of the actual situation. The paper assignment system should not only pay attention to basic knowledge and skills, but also pay attention to thinking process, innovative consciousness and the ability to analyze and solve problems. Combined with the characteristics of different disciplines, the structure of test questions should be set reasonably, the proportion of mechanical memory test questions and objective test questions should be reduced, the proportion of exploratory, open and comprehensive test questions should be increased, and interdisciplinary propositions should be actively explored. Broaden the choice of examination materials, enrich the types of materials, ensure the authority of materials, and put an end to political and scientific mistakes. Give full consideration to the actual study and life of urban and rural students, enhance the authenticity, typicality and suitability of situation creation, and improve the level of situation design of test questions. Standardize the language of test questions to prevent errors and ambiguities. Objective test questions should have clear answers.
5. Strictly standardize the proposition procedure. Provincial education administrative departments should put forward standardized requirements for examination proposition work procedures. Before making a proposition, we should strengthen the training of proposers, strictly abide by work discipline, sign a letter of confidentiality responsibility, and clarify the post responsibilities and responsible persons of each link. The subject proposition group should fully discuss, unify their thinking, clarify the basic objectives of the proposition, and conscientiously carry out the proposition work in strict accordance with the processes of making a detailed list, making clear test paper samples (including spare test papers, reference answers or answer examples, and grading standards), proofreading test papers, verifying and confirming, and signing and printing. Strengthen the examination work, strictly implement the system of separating examiners from examiners, and carefully examine the papers in a political, fair, scientific, technical, procedural and interdisciplinary way to ensure the quality of the papers. The city that implements the proposition should report to the provincial education administrative department for the record after the examination.
6. Improve the examination marking management. The provincial education administrative department shall establish and improve the marking system, and the provincial or prefecture-level education administrative department shall organize the implementation of marking. In principle, a comprehensive marking group, a subject marking group and a quality inspection group should be established. The comprehensive marking group and quality inspection group are mainly composed of experts in related disciplines, and the subject marking group is mainly composed of junior and senior high school teachers and teaching and research personnel. The comprehensive marking group is responsible for organizing the trial marking, clarifying the specific requirements for marking and training marking personnel. The subject marking group is responsible for marking subjects, and the quality inspection group is responsible for marking quality sampling. All localities should establish a system of "multi-evaluation in one subject" and a system of spot check and review to ensure the quality of marking. Provincial education administrative departments should establish a marking and spot check system, and earnestly strengthen the guidance and supervision of marking work in cities and counties. Encourage qualified places to explore the implementation of electronic marking and improve relevant technical support capabilities. After marking, the subject marking group should carefully summarize and give feedback on the proposition.
7. Carry out proposition quality evaluation. Establish the evaluation system of examination proposition. In accordance with the principle of pilot first, gradual expansion, orderly advancement and quality assurance, the Ministry of Education conducts examination proposition evaluation in different regions and disciplines, conducts case analysis on typical test questions, carries out exchange of proposition experience, and plays a leading role in demonstration. Provincial education administrative departments should carry out provincial self-evaluation or local proposition evaluation, conscientiously sum up proposition experience, deeply analyze outstanding problems, improve proposition work in time, and constantly improve the level of proposition.
Third, strengthen team building.
8. YEATION propositional personnel. All localities should establish a selection system for propositional personnel, clarify the selection conditions, procedures and methods, build a high-quality professional propositional team with firm political stance, practice quality education and rich teaching experience, establish a library of propositional personnel with reasonable structure and sufficient quantity, and implement dynamic management. The proposer should be mainly subject researchers and junior and senior high school teachers, and can absorb qualified professionals from universities, scientific research institutions and other relevant institutions. The personnel who take part in the proposition every year are selected from the propositional personnel library, and each subject proposition group is not less than 5 in principle (including at least 2 examiners). The proposer in the museum shall not participate in the compilation of examination counseling materials and off-campus training activities. In those years, the propositional personnel whose immediate family members took the junior high school level examination in the library should avoid the propositional work.
9. Strengthen the training of proposition personnel. The Ministry of Education regularly organizes demonstration training for proposition backbone, and establishes a research and training base for academic level examination subject proposition based on the directly affiliated normal university. Provincial education administrative departments regularly organize off-the-job training for propositional personnel, and where conditions permit, establish a research and training base for academic level examination subject proposition relying on relevant institutions of higher learning. The training content should include the party's educational principles and policies, curriculum standards, examination and evaluation theory, proposition technology, security and confidentiality, etc.
10. Improve the proposition incentive mechanism. All localities should further improve the treatment of proposition personnel and fully mobilize the enthusiasm of outstanding teachers, teaching and research personnel and related professionals to participate in proposition work. Appropriately raise the standards of the sponsor's labor fee and confidentiality fee. For teachers who participate in the proposition, the school should calculate the teaching workload according to their original class hours and enjoy the corresponding performance salary. Schools around the country should include teachers' experience and achievements in proposition work in the assessment and evaluation when carrying out job recruitment, promotion of professional titles, evaluation and performance reward, and give priority to them under the same conditions.
Fourth, improve the safeguard mechanism.
1 1. Strengthen organizational leadership. All localities should further strengthen the overall planning at the provincial level, implement the provincial-level main responsibility for the management of the junior high school level examination proposition, and the provinces that have not yet implemented the unified proposition should actively create conditions to steadily promote the provincial-level unified proposition; Provincial education administrative departments should strengthen the guidance of urban marking work and improve the management level of urban marking; It is necessary to clarify the responsibilities of proposition organization and examination management of relevant departments and units, form an examination proposition management mechanism with strong leadership, clear responsibilities, clear division of labor and standardization, and establish and improve the proposition safety emergency plan and disposal mechanism.
12. Perfect condition guarantee. All localities should increase investment in examination proposition organization, key construction and information technology support to ensure the smooth development of proposition work. In order to strengthen the construction of critical points, we should build critical points independently or set critical points in relatively independent places that meet the security and confidentiality conditions to ensure that propositional units have stable critical points. It is necessary to strengthen the construction of cultural life and medical facilities to ensure the physical and mental health of the proponents.
13. Strengthen confidentiality. All localities should earnestly implement the security and confidentiality system for proposition and marking, clarify the confidentiality responsibilities of relevant departments and staff, sign a letter of responsibility for security and confidentiality step by step, ensure that someone is on duty and put it in place, and implement multi-control on one post and joint defense of people and technology in key and key positions. The proposer shall implement closed management during the competition, and it is strictly forbidden to enter and leave the competition site at will, and it is strictly forbidden to use communication tools illegally. Irrelevant personnel are strictly prohibited from entering the critical point; Relevant personnel who really need to enter the critical point due to work shall not contact the test questions or propositional personnel alone. In violation of the provisions of security and confidentiality, resulting in the leakage of test questions, should be investigated for responsibility according to law, serious treatment.
