In February 2006, the National Student Loan Management Center was renamed as the National Student Financial Assistance Management Center after being studied by the Party Group of the Ministry of Education and reported to the Office of the Central Organization Establishment Committee for approval.
It has the legal personality of an independent institution, co-located with the Foreign Loan Affairs Center of the Ministry of Education, with one institution and two brands.
The education administrative department at the county level shall, in accordance with the requirements of documentNo. [2007]13 issued by the State Council and on the basis of integrating existing resources, set up a student financial assistance management center, which is responsible for collecting, sorting out and summarizing information such as students' family economic status and students' credit loan demand.
Organization and functions of the National Rescue Management Center
(1) Student Financial Assistance Office:
Participate in the formulation of policies and measures for college students' financial assistance; Promote colleges and universities to implement the national student loan policy and other student aid policies and measures.
Organize and implement the work related to student financial assistance in colleges and universities affiliated to the central department; Guidance, supervision and inspection of local and university student financial assistance.
To carry out publicity, consultation, training and letters and visits on university funding policies; Assist relevant departments and financial institutions to organize and manage the recovery of national student loans.
Responsible for the implementation of matters assigned by the inter-ministerial coordination group of national student loans in colleges and universities.
(2) Office of Student Financial Assistance for Secondary Vocational Schools:
Participate in the formulation and improvement of student aid policies in secondary vocational schools; Responsible for promoting the implementation of policies and measures to subsidize students in secondary vocational schools; Manage the student financial assistance information of secondary vocational schools.
Carry out publicity, consultation and letters and visits on the financial aid policy for secondary vocational students, and accept relevant reports and complaints; Supervise, inspect, assess and evaluate the financial assistance for local secondary vocational students.
(3) Financial Assistance Office for Primary and Secondary School Students:
Participate in the formulation of pre-school education, compulsory education and funding policies and measures for ordinary high school students; Responsible for the management of preschool education funds, free textbooks for compulsory education and living allowances for boarders.
Participate in the implementation of the nutrition improvement plan for rural compulsory education students; Responsible for the management of grants for ordinary senior high school students; To guide, supervise and inspect the preschool education of local primary and secondary schools and students from poor families.
To carry out publicity, consultation, training and letters and visits on funding policies for primary and secondary schools and preschool education; Responsible for the implementation of the "two exemptions and one subsidy" for compulsory education assigned by the ministerial coordination group.
(4) Information and Law Division:
Participate in the formulation of relevant policies and measures for college students' financial assistance; Responsible for establishing and improving the statistical system and information management system of student financial aid data, and carrying out statistical analysis of financial aid data.
Responsible for the implementation of tuition compensation and student loan compensation policies in colleges and universities; Organize student financial aid policy propaganda, and release dynamic information and briefing on student financial aid work.
Organize and carry out professional training for university management cadres and local students; Be responsible for consulting and guiding legal affairs in student financial aid work, and coordinate and solve related legal affairs; Organize student financial aid performance evaluation.
(5) Foreign loan offices:
Participate in the negotiation and preliminary demonstration of foreign loans and grant projects; Responsible for the implementation and management of foreign education loans and grants; Performance evaluation of educational projects with foreign loans.
(6) government procurement department:
Responsible for organizing and implementing centralized procurement of universities and institutions directly under the Ministry of Education; Guide, supervise and inspect the government procurement work of universities and institutions directly under them.
Organize the implementation of government procurement projects with special funds from the central government; Organizing the bidding and purchasing of foreign-funded loan projects; Organize business training for relevant personnel.
(7) Finance Department:
Responsible for the financial management and accounting of student aid funds such as financial discount and risk compensation for national student loans; Responsible for the management of government procurement project funds and foreign loan project funds; Responsible for the financial management and accounting of the central business funds.
(8) Office:
Responsible for comprehensive coordination, supervision of major issues and daily affairs management to ensure the normal operation of the center's business. Responsible for personnel, labor, insurance and asset management; Responsible for the formulation of internal rules and regulations and the registration, operation and file management of official documents.
Responsible for trade unions, retired workers, family planning and other work; Responsible for office security and logistics services; Assist the party branch to organize and carry out party affairs.
