The elevators mentioned in these Regulations include manned elevators, freight elevator, escalators and moving sidewalks. The specific scope is determined according to the catalogue of special equipment approved by the State Council. Article 3 People's governments at or above the county level shall strengthen the organization and leadership of elevator safety work within their respective administrative areas, urge and support relevant departments to perform their duties of elevator safety supervision and management according to law, and coordinate and solve problems in elevator safety supervision and management in a timely manner.
Township people's governments, sub-district offices, development zone management agencies, etc. It shall assist the relevant departments to do a good job in elevator safety supervision and management, and coordinate and solve the problems in elevator use. Fourth people's governments at or above the county level special equipment safety supervision and management department is responsible for the supervision and management of elevator safety within their respective administrative areas.
The competent department of housing and urban and rural construction of the people's government at or above the county level shall be responsible for supervising the elevator configuration design of housing construction and municipal infrastructure projects and the engineering quality of elevator machine room, shaft and pit, cooperating with the special equipment safety supervision and management department to supervise and guide the elevator use management unit to implement the main responsibility of elevator safety, and establishing and improving the management system for the use of special maintenance funds for elevator renovation and maintenance.
The relevant departments in charge of education, public security, transportation, commerce, cultural tourism, health, emergency management and sports of the people's governments at or above the county level shall, according to their respective functions and duties, do a good job in elevator safety supervision and management according to law. Article 5 Units that design, manufacture, install, modify, repair, use, manage and maintain elevators shall perform the main responsibilities of elevator safety, establish and improve the elevator safety responsibility system, strengthen elevator safety management, and ensure the safety of elevator design, manufacture, installation, modification, maintenance, use and maintenance. Article 6 Units that design, manufacture, install, transform, repair, manage and maintain elevators are encouraged to participate in commercial safety liability insurance to improve their ability to pay for accidents. Seventh special equipment safety supervision and management departments should strengthen elevator safety publicity and education, popularize elevator safety knowledge, and enhance public awareness of elevator safety.
Elevator design, manufacture, installation, renovation, maintenance, use management, maintenance, inspection and testing units shall guide the public to use elevators correctly.
Radio, television, newspapers, Internet and other news media should carry out publicity on elevator safety laws, regulations and related knowledge, and conduct public opinion supervision on violations of elevator safety management regulations.
Schools and kindergartens should take elevator safety knowledge as an important part of safety education, and cultivate students and preschool children's habit of using elevators safely and civilized. Article 8 Elevator industry associations and other relevant social organizations shall establish an industry self-discipline mechanism, provide elevator safety training, publicity and education, consulting and other services, assist and cooperate with technical appraisal, supervision and inspection, safety assessment and other work, and improve the service level of the industry. Chapter II Design, Manufacture, Installation, Modification and Maintenance Article 9 The design of elevators shall meet the requirements of elevator safety technical specifications and relevant standards. Article 10 An elevator manufacturing enterprise shall be responsible for the quality and safety performance of the elevators it manufactures, ensure that the elevators meet the requirements of safety technical specifications and relevant standards, and abide by the following provisions:
(a) indicate the design service life or the number of times of use of the whole elevator and the main components of the elevator, and set up product nameplates, safety warning signs and their descriptions in a prominent position of the elevator;
(2) The elevator leaves the factory with design documents, product quality certificates, installation and maintenance instructions, supervision and inspection certificates and other relevant technical data and documents required by safety technical specifications;
(three) a clear quality guarantee period, during the quality guarantee period, the elevator quality problems, to fulfill the warranty obligations, free maintenance or replacement of related parts;
(four) to provide necessary elevator spare parts, technical training and other technical assistance to the elevator use management unit;
(5) Tracking, investigating and understanding the safe operation of elevators, and proposing improvement suggestions for the problems existing in operation;
(6) If the elevator has signs that endanger safety due to reasons such as design and manufacture, it shall immediately inform the use management unit, stop production, take the initiative to recall it in time, and report to the safety supervision and management department of special equipment. Eleventh elevator shaft, machine room, pit engineering design, elevator selection and configuration, should meet the requirements of safety technical specifications and related standards, and adapt to the requirements of building structure and use.
The construction unit shall entrust the engineering design unit to design the number, parameters and location of elevators according to the engineering quality requirements, elevator safety technical specifications and related standards, and factors such as the frequency and place of elevator use. Twelfth schools, kindergartens, residential quarters, hospitals, stations, passenger terminals, shopping malls, stadiums, exhibition halls, museums, parks, entertainment places, tourist attractions and other public gathering places (hereinafter referred to as public gathering places) newly installed elevators should be equipped with video monitoring facilities and two-way power supply system; If it is really impossible to set up a double-loop power supply system, it should be equipped with a standby power supply or install an elevator emergency leveling device.
Encourage the elevators in use in the places specified in the preceding paragraph to set up video monitoring facilities, configure standby power supply or install elevator emergency leveling devices.
